To ask His Majesty's Government what is the status of the new Treasury offices being built in Darlington; and whether Treasury officials planned to be based there will be relocated to Manchester.
The new hub building in Darlington is being delivered by the Government Property Agency and is currently under construction. Once complete in early 2028, it will be the home of more than 1600 civil servants from across multiple departments, including HM Treasury.
HM Treasury’s commitment to at least 335 staff being based in Darlington remains in place, as does the commitment to Darlington being HMT’s second headquarters.

The Government recognises the pressure that rising energy prices place on households. We already use data from multiple sources including HMRC and DWP to identify households eligible for the Warm Home Discount, enabling most rebates to be paid automatically. However, many fuel poor households cannot currently be identified through existing data-matching arrangements.
The Government earlier this year launched a National Data Library 'kickstarter' project to explore whether securely connecting public sector data can make it easier to identify households in need, to ensure support reaches the people it’s designed for faster.

HM Treasury and its Arm's Length Bodies comply with their obligations under the Public Sector Equality Duty (PSED) in the Equality Act 2010 and carefully consider the implications of policy and other decisions for those sharing protected characteristics. HMT’s approach to PSED compliance is set out on the following gov.uk page: Equality and diversity - HM Treasury - GOV.UK.
2 FTE posts provide support, guidance and training to colleagues across the Treasury on fulfilling their legal responsibilities under the PSED. The information on equivalent FTE posts for the Arm's Length Bodies is not held centrally by HM Treasury.
Ensuring that decisions taken are PSED compliant, including through the provision of well-evidenced advice to Ministers, is the responsibility of the relevant members of staff and teams working on those issues. Accordingly, the Department does not maintain centrally held records of staffing, costs or outputs attributable solely to PSED compliance. HM Treasury also does not hold corresponding information for its Arm's Length Bodies and seeking to obtain it would involve a disproportionate cost.

There are established processes in place for the declaration and management of interests held by ministers and senior civil servants, which ensure that steps are taken to avoid a conflict of interest or manage the perception of a conflict.

b) In line with the guidance in the Government’s Financial Reporting Manual, details of the interests held by members of HM Treasury’s Executive Management board that may conflict with their management responsibilities are published in the department’s Annual Report and Accounts.
Data on the specific number of individual mitigation measures put in place across all senior officials is held within confidential records and localised systems. To extract and aggregate a precise historical count of individual mitigations since 1 June 2024 could only be achieved at disproportionate cost.

We are not aware of any automated decision-making systems within HMRC that are used in relation to employment, recruitment, performance management, discipline or allocation of work.
We maintain regular engagement with our Trade Unions on workforce, recruitment and technology related matters. We are not aware of any live automated systems being used in relation to employment, recruitment, performance management, discipline or allocation of work, but would engage with Trade Unions if this were to change in the future.

As set out in the Sovereign Grant framework agreement, the Royal Household seeks to optimise income from non-Treasury sources where this is consistent with the main functions of the Sovereign Grant. In line with this, it charges the Royal Collection Trust for the use of Buckingham Palace and Windsor Castle for public admissions. This income is used to supplement the Sovereign Grant to support official activities, reducing the requirement for public funding.

The Duchies of Lancaster and Cornwall are private estates held in trust and do not involve taxpayers' money. It is a long-established principle that the annual net surpluses of the Duchies provides income for the Sovereign and the Prince of Wales respectively.

HM Treasury’s graduate entry programme was paused for the 2025–26 cycle so that the department could undertake a procurement exercise for a new provider to run a replacement programme for September 2027 entry. The numerical reasoning test was removed from the previous graduate process in 2020, in line with similar changes made to most Fast Stream recruitment. Decisions on the new assessment process, including whether numerical reasoning tests will be used, have not yet been taken
