To ask Her Majesty's Government whether they will encourage urban stage carriage operators to re-introduce trolleybuses as part of their plans to meet their vehicle emission reduction targets.
£220 million is available through the Clean Air Fund for local authorities with a nitrogen dioxide (NO2) exceedance to help them fund measures to reduce harmful emissions, including measures to reduce emissions from vehicles. The re-introduction of trolleybuses is a matter for local authorities and operators to decide, should local authorities see them as a suitable measure to reduce vehicle emissions.
When the Minister has discussions with Leeds City Council about the light rail scheme, will he also discuss trolley buses? I drove a trolley bus for three years; they are very
efficient and are a lot cheaper in infrastructural costs, and it would be a lot cheaper for Leeds and elsewhere if we had trolley buses rather than trams.

The hon. Gentleman does not need to localise it any more to Leeds or Wolverhampton. I am in constant discussion with UK Tram and am very keen to lower the cost of all options, whether it be light rail, tram, train or trolley bus, but it is for local councils to decide on the most appropriate scheme for their local area.

I can confirm that as part of the public inquiry into the Leeds New Generation Transport Scheme the Inspector did not visit any European city operating trolley bus systems to see if its system could be emulated in Leeds. The Inspector had regard to all the evidence put to the inquiry, this may have included information about other trolley bus schemes in the world, however the Inspector's remit was to look at the scheme for Leeds specifically put forward by the Applicant, having regard to the evidence submitted by all parties to the case.

The Department of Transport did not provide any funding for the Leeds Supertram or Leeds New Generation Trolleybus schemes. Any expenditure committed so far is the responsibility of the promoters - West Yorkshire Combined Authority and Leeds City Council.

Leeds City Council and the West Yorkshire Combined Authority as promoters of this scheme are responsible for providing the inquiry venue and facilities; paying for professional experts to present their case; and meeting the Planning Inspectorate’s costs in providing an Inspector. The Planning Inspectorate charged £157,162 for this inquiry, based on the time spent by the Inspector preparing for, travelling to and holding the inquiry; the time spent by the Inspector writing his report; and his travelling and subsistence. Other parties to the inquiry were responsible for meeting their own costs.

The most recent cost of the proposed New Generation Trolleybus scheme in Leeds as provided to this Department by the promoters, the West Yorkshire Combined Authority, is £250 million.

The Inspector who held an inquiry into this scheme between April and October last year submitted an extensive report to the Department on 29 July 2015. We are giving the report careful consideration and will publish it with a fully reasoned decision letter as soon as reasonably possible. Given the complex issues involved in this case it is too early to predict when that will be.

Following detailed assessment of the Leeds New Generation Transport (trolleybus) scheme, in July 2012 Ministers agreed to grant Provisional Approval to the scheme and agreed to provide a maximum funding contribution of £173.5m towards the estimated total cost. Funding will only be made available to the scheme’s promoter, Metro (West Yorkshire Passenger Transport Executive), if the scheme successfully passes through all the statutory procedures and remains value for money. The public inquiry into the scheme’s statutory orders is scheduled to start on 29 April.
