To ask His Majesty's Government what assessment they have made of the progress by Turkmenistan on climate change, education and gender equality since signing the Cooperation Programme on 23 April 2024.
We recognise that progress takes time, but the UK continues to work with Turkmenistan on these issues, and regularly discusses them at official and ministerial levels, including at the UK - Central Asian Foreign Ministers' meeting in London, hosted by the Foreign Secretary in February.
We also work to support links with other UK experts in these areas. For example, on climate change, our Embassy in Ashgabat is facilitating an upcoming visit by UK Green Finance, and on education - with the Embassy's support - Nottingham Trent University, Norwich Institute of Language Education, the AQA, Pearson, and the British Council's AELLCA initiative have all signed new partnerships with Turkmenistan.

The UK is committed to championing Freedom of Religion or Belief. We highlight this issue at the UN, via the G7 and as a member of the Article 18 Alliance. Our Embassy in Ashgabat has contact with representatives of different faith groups, as well as visiting UK faith representatives, to discuss issues they face in practicing their religion in Turkmenistan. In Turkmenistan's most recent UN Universal Periodic Review in 2023, the UK raised concerns about freedom of association. We continue to seek opportunities to raise concerns at the UN and other international fora, where appropriate.

The Turkmen Government choose participants on their side, made up mainly of government ministries, but of late, with business representatives. On the UK side, the British Embassy in Ashgabat suggests companies that might be interested in joining, in consultation with the Foreign, Commonwealth & Development Office and the Department for Business and Trade. Our criteria is to identify companies with an interest in exporting to the market.

We regularly lobby on climate change and reducing greenhouse gas emissions in Turkmenistan. These issues are an essential part of our dialogue with the Turkmen government and feature as a standing agenda item in our annual Structured Dialogue, the last of which took place in February 2023. Our regional climate ambassador visited Turkmenistan for discussions on climate change and emissions in October last year. The UK, through the UNDP (United Nations Development Programme), is also funding a project to create an up-to-date greenhouse gas inventory in Turkmenistan, to accurately measure and assist with the reduction of emissions.

The Secretary of State for Foreign, Commonwealth and Development Affairs spoke to the former Uzbek Foreign Minister on 1 December at the OSCE Ministerial Council meeting in Poland. He also met briefly with the Tajik Foreign Minister at the same event, but has not recently met ministers from Turkmenistan. Lord Ahmad met the Turkmen Foreign Minister last year. We regularly engage with our partners in Central Asia to support reform, encourage trade, and to build a secure and stable region.

Since the UK's Global Human Rights Sanctions regime was established in July 2020, we have designated 75 individuals and 6 entities under the Global Human Rights sanctions regime. We have also designated 27 individuals under the Global Anti-Corruption Sanctions regime since it was established in April 2021. The full UK Sanctions List is available on GOV.UK website (www.gov.uk/government/publications/the-uk-sanctions-list), which provides details of those individuals and entities designated under sanctions regulations made under the Sanctions and Anti-Money Laundering Act.

I most recently visited Uzbekistan on 14 September, after also visiting Uzbekistan and Tajikistan in the week of 30 August for discussions on Afghanistan. The former Foreign Secretary also had telephone conversations with the Uzbek Foreign Minister on 6 September and the Tajik Foreign Minister on 2 September. I called the Deputy Foreign Minister of Turkmenistan, on 3 September, the Foreign Minister of Uzbekistan on 25 August and Deputy Foreign Minister of Tajikistan on the same day. We held discussions with counterparts on securing safe passage for those fleeing Afghanistan and advancing the government's international priorities.

They held discussions with counterparts on securing safe passage for those fleeing Afghanistan and advancing the government's international priorities. Throughout this crisis the Foreign Secretary had received advice that draws on a range of inputs from HM Ambassadors to Iran, Pakistan, Uzbekistan and Turkmenistan.

UK Export Finance (UKEF) carries out due diligence on all relevant aspects of a project before reaching a decision on whether to provide support. UKEF is currently reviewing whether any projects that had been under consideration fall within the limited exemptions to the new policy. It is not UKEF policy to comment on potential transactions for reasons of commercial sensitivity.

To ask the Secretary of State for Foreign, Commonwealth and Development Affairs, what recent steps his Department has taken to support freedom of religion in Turkmenistan.
The UK is committed to defending freedom of religion or belief (FoRB) for all, and promoting respect between different religious and non-religious communities. Promoting the right to FoRB is one of the UK's longstanding human rights priorities. Turkmenistan remains a Foreign, Commonwealth & Development Office (FCDO) Human Rights Priority Country. Our 2019 Human Rights Report and a subsequent statement by the Minister responsible for Human Rights, Lord (Tariq) Ahmad of Wimbledon, in November 2020 highlighted our concerns over the imprisonment of a number of conscientious objectors to military service, which included Jehovah's Witnesses. Officials in London have met with The European Association of Jehovah's Witnesses to discuss freedom of religion or belief across Central Asia.
Lord Ahmad also underlined the UK's commitment to FoRB for all in a number of international meetings in November 2020, speaking at the Ministerial to Advance FoRB and the Ministers' Forum of the Alliance. On 20 December 2020, the Prime Minister reaffirmed his commitment to FoRB by appointing Fiona Bruce MP as his Special Envoy for FoRB. Mrs Bruce represents the UK at meetings of the Alliance who work to advocate for the rights of individuals being discriminated against or persecuted on the basis of their faith or belief.

The Foreign Secretary and I, alongside other British Government Ministers, routinely raise our concerns about the persecution of religious minorities, including Christians, where this occurs. He recently asked the Bishop of Truro to conduct an independent review of the persecution of Christians around the world to help inform this important area of our work and ensure it is targeted and effective. The Government works with a large number of NGOs, including Open Doors, to help promote and protect freedom of religion or belief. We use information from a wide range of sources to inform our work.
