The government has been clear that we welcome international students who meet the requirements to study in the UK and positively impact our higher education (HE) sector.
The Office for Students (OfS), the independent regulator of English HE providers, has statutory duties relating to financial sustainability. The government works closely with the OfS to monitor financial risks across the sector.
Ultimately, HE providers are independent from government and as such must continue to make the necessary and appropriate decisions to ensure their long-term sustainability.
All study visa applicants are required to meet the genuine student requirements set out in the Immigration Rules. UK Visas and Immigration (UKVI) considers each application on its individual merits. Department officials regularly engage with the Home Office and UKVI to discuss range of issues pertaining to the study visa route.

The department does not routinely collect or publish data in a form that would enable the total public funding received by each university based accredited Initial Teacher Training (ITT) provider in England to be identified on a comparable basis for each of the last three years.
The department is unable to estimate the amount received by the University of Cambridge, or any other university based accredited ITT providers, through loan financed tuition fees or research funding. Tuition fee loans are administered through the student finance system and published data is not available at a teacher training provider level. Research funding is allocated and published separately by Research England. The government is committed to introducing an Alternative Student Finance (ASF) product compatible with Islamic finance principles and continues to make progress towards its delivery.
ASF will be introduced as soon as possible following the introduction of the Lifelong Learning Entitlement and will mirror the mainstream student finance offer, requiring the same repayments to the scheme as those required for conventional loans.
To ensure compliance with Islamic finance principles, the ASF product will be based on the principle of mutual support, where participants contribute to a shared fund which will then be used to support others accessing the scheme. Before the launch, the product will also be certified as compliant with Islamic finance principles by an independent board of Islamic finance experts.

Higher education (HE) providers are autonomous and the department has no legal remit to determine how providers operate, including their timescales for issuing marks and degree classifications.
The Office for Students (OfS) is the regulator for HE providers. The OfS sets conditions of registration with expectations that providers should deliver what was promised to students.
If delays to the issuing of marks or degree classifications are inconsistent with published commitments, the provider could be in breach of consumer protection law. The department is committed to ensuring that artificial intelligence (AI) is not used to undermine high academic standards in higher education (HE). That is why, as set out in the Post-16 education and skills white paper, the department is supporting the Office for Students to assess the impact of AI. Including how students are using it in assessments, to ensure the integrity of higher education assessments and qualifications is not compromised.
Universities are independent and autonomous bodies responsible for decisions such as admissions, diversity of provision, course content, teaching and assessment. As such, they are responsible for designing and implementing their own policies and approaches to the use of AI.
In addition, the Office for Students, under Condition B4 of its regulatory framework, requires qualifications to remain credible reflections of students' knowledge and skills and can take regulatory action where providers fail to meet those requirements.
