The Vietnam flights undertaken in May 2025 were an additional journey. This is to enable DfT staff, and accompanying dependents, posted overseas at qualifying hardship posts to take a break away from local conditions during their posting. This was for an SEO plus partner as an additional journey from their posting in New Delhi. Total costs are only the flight costs totalling £1326.80. This is in line with DfT policy and agreed at senior civil service level.

The UK regularly raises concerns with the Government of Vietnam about freedom of religion or belief for independent religious communities. Vietnam is a focus country in the Foreign, Commonwealth and Development Office's Freedom of Religion and Belief (FoRB) Strategy, launched in July 2025, and we raise the issue on a regular basis with the Government of Vietnam. We will continue to urge Vietnam to meet its international human rights obligations. We continue to highlight FoRB violations and abuses on the international stage, through our position at the UN and as an active member of the Article 18 Alliance, ensuring joint international action on FoRB.

High and rising standards across education, from early years to adulthood, are key to unlocking stronger outcomes and a better future for children and young people.
To drive high standards across the PISA subjects of mathematics, reading and science, the government has committed £27.7 million this financial year, supporting the teaching of phonics, early language and reading for pleasure via the English Hubs programme. We will also introduce a new reading assessment in year 8 to check progress. Following the Curriculum and Assessment Review’s recommendations, we will revise the maths curriculum from key stages 1 to 3 to support mastery and ensure a strong foundation for all children. Regional improvement for standards and excellence teams also work closely with Maths and English Hubs to share best practice.
PISA rankings look at the relative position between the different countries, however, the scores provide an absolute measure of performance in a country and are comparable over time.

The Department for Business and Trade (DBT) is reshaping its overseas footprint to maximise UK economic growth in line with the Trade, Industrial and Small Business Strategies. Our future network will focus on priority markets and growth driving sectors across DBT objectives in trade policy, inward investment, tackling market access barriers, and supporting UK exporters.
DBT staff overseas work flexibly across trade (trade policy, market access barriers and export promotion), inward investment, economic security and wider HMG objectives. As a result, we do not hold export promotion specific resources allocated separately by country or market. The total DBT overseas resource for the markets in questions will be roughly 470 FTE at the end of March 2026 reducing to a forecast roughly 420 FTE by March 2029. There are no forecasts beyond this point.
We deploy our domestic trade resources flexibly, with delivery aligned to His Majesty’s Trade Commissioner (HMTC) geographic regions. As of January 2026, DBT has 1,396 FTE working on trade domestically (Trade Group and Economic Security and Trade Relations resource) reducing to 1,140 by March 2029.
Planned headcount reductions in domestic staff over the Spending Review period will be managed through rigorous prioritisation; they do not translate into fixed, market-specific staffing levels.

The construction locations of vessels being procured as part of the Defence Marine Services Next Generation In-Port Services contract do not present a risk to the security of the United Kingdom. Future maintenance of the vessels will take place in the UK.
The Government is stepping up its support for sovereign shipbuilding capabilities. The Procurement Act 2023 provides greater scope to strengthen supply chain visibility and drive social value. All options in and around this legislation are being explored to support the UK shipbuilding industry. In addition, the forthcoming Shipbuilding and Maritime Technology Action Plan will describe the new approach to oversight of ship and boatbuilding programmes across the strategic breadth of Government procurement.

The Foreign Secretary raised human rights including freedom of religion and belief with Foreign Minister Le Hoai Trung on 30 October, building on my own discussions with the Vice Foreign Minister on 13 October. Our new UK-Vietnam Comprehensive Strategic Partnership reaffirms our shared commitment to continue sincere, frank and constructive dialogue on human rights issues, including through the UN Human Rights Council and Universal Periodic Reviews. The UK will continue to raise specific cases of concern including through the work of the UK envoy on Freedom of Religion and Belief, David Smith MP.

The Foreign, Commonwealth and Development Office are closely monitoring the impact of Typhoon Kalmaegi in Vietnam. Current assessments indicate significant disruption to affected communities, including six confirmed fatalities and extensive damage to homes, public infrastructure, and livelihoods, particularly in coastal and low-lying areas.
In October, the UK allocated £500,000 in humanitarian assistance to Vietnam to address the devastating impact of typhoons Bualoi and Matmo. We continue to engage with international partners and local authorities to monitor evolving requirements and to ensure that assistance is delivered effectively to those in greatest need.

We remain concerned by the reported harassment of non-governmental organisations (NGO), journalists, and rights activists and communities in Vietnam and continue to raise these concerns directly with our Vietnamese counterparts. The Minister for the Indo-Pacific raised this case with Vice Foreign Minister Hang on 13 October, as did the Prime Minister with General Secretary To Lam of Vietnam on 29 October, and the Foreign Secretary with Vietnamese Foreign Minister, Le Hoai Trung on 30 October.
