The UK has raised the issue of access to water in the Occupied Palestinian Territories with the Israeli authorities, including stressing the urgent need for Israel to take immediate and practical measures to improve the current situation and ensure fair distribution of water in the West Bank.

Between 2015 and 2020 the UK supported 62.6 million people to gain access to basic water supply or sanitation services. We have not made any representations on this specific incident. We continue to raise with our Israeli counterparts our concerns about the humanitarian and environmental impact of the damage to water sources.

We continue to raise with our Israeli counterparts our concerns about the humanitarian and environmental impact of the damage to water sources and the destruction of Palestinian agricultural land that has been caused by the occupation, and settlement-related activity. Demolitions and evictions also jeopardise the viability of a future Palestinian state. We have repeatedly made clear to the Israeli authorities our serious concern at the increase in demolitions of Palestinian properties and call on them to cease the policy of demolitions and provide a clear, transparent route to construction for Palestinians.

While we have not made any representations on this specific incident, we are gravely concerned by continued demolition of Palestinian property by the Israeli authorities. We are aware of the difficulties facing Palestinian olive growers. We have expressed our serious concerns to the Israeli Government and security officials about the destruction of olive trees on a number of occasions.

Based on information provided by industry dating from 2016, BEIS previously estimated in 2017 that there could be around 155 wells by around 2025. This figure is now considered to be out of date. The Secretary of State has not made any new estimates for the period to 2025 and has not made any estimates for the period to 2030. The Secretary of State did not make estimates in 2012 or 2015.

Each licensee (and there may be more than one for each licence) is responsible for the well. When operations finish, the licensees are responsible for safe decommissioning of the well(s) and for restoring the well-site to its previous state or a suitable condition for re-use.
The central aim of the regulatory framework is to ensure wells are made safe so that they can be decommissioned with no need for on-going attention. The Health and Safety Executive scrutinises the plans for the well at the outset, including the plans for decommissioning and the operator reports to them during the decommissioning process.

We are concerned at the increase in the demolition of structures funded partly or fully by international donors. Our Embassy in Tel Aviv has raised our concerns on demolitions with the Israeli authorities, most recently on 7 June, and urged them to provide a legal route for Palestinians to obtain building permits.
The UK position on demolitions is clear: demolitions cause unnecessary suffering to ordinary Palestinians; are harmful to the peace process; and are, in all but the most exceptional of cases, contrary to international humanitarian law.

These interventions are not restricted to the drilling of water wells. As such, DFID do not disaggregate individual activities separately and are therefore not able to report specific numbers of drilling contracts.

In 2012 the UK Government set a target of reaching 60 million people in the developing world with one or more water, sanitation or hygiene (WASH) interventions by the end of 2015. The Department for International Development (DFID) delivered a range of WASH programmes in 19 countries through its network of country offices. In addition DFID ran 2 regional programmes and 4 centrally managed programmes from DFID HQ.
The target was achieved 9 months early in April 2015.

We are currently formulating our new portfolio to deliver on the UK government’s commitment to help a further 60 million people get access to clean water and sanitation by 2020.
