22-26 Whitehall has 825 desk work settings. The site is used by multiple Government departments, and official figures have not yet been updated following the creation of the Department for Business, Innovation, Science and Trade.

On 30 June 2026, 22-26 Whitehall had 998 active DSIT civil servants as their contracted office location.

The police have powers to respond to disruptive protests, including those that take place around Parliament.

Under the Public Order Act 1986, the police can place conditions on public processions and assemblies. Measures in the Crime and Policing Act 2026, which came into force on 29 June, further equip police with powers to manage evolving protest tactics.

The right to peaceful protest is a fundamental tool of civic expression and will not be curtailed by this Government. However, these rights are not absolute and must be balanced with the rights and freedoms of others.

The management of demonstrations are an operational matter for the police. It is not for Government to direct the police in how they should manage protest activity. The police must enforce the law without fear nor favour and assess each protest and the potential disruption it may cause on its own merits.

Section 12 of the Public Order Act 1986 allows the police to impose conditions on a protest as appears necessary to prevent serious public disorder, serious damage to property or serious disruption to the life of the community. Any conditions that are considered necessary by a senior police officer can be placed on the protest including the location, route and date of the protest or prohibiting individuals entering any public place specified. There is no timeframe specified in the legislation for notifying the organisers of any conditions imposed.

The management of demonstrations are an operational matter for the police and forces work with organisers to plan protests and assess risks and manage safety. It is not for Government to direct the police in how they should manage protest activity.

Managing Public Money guidance sets out the responsibilities of accounting officers in departments and in ALBs regarding the stewardship of public funds, including the requirement for public bodies and their sponsor departments to have an appropriate framework document (or equivalent) in place to provide certainty about their relationship and governance arrangements. The framework document agreed between an ALB and its sponsor department should provide for the sponsor department to exercise meaningful oversight of the ALB's strategy and performance, pay, and/or major financial transactions.

Additionally, supported by the National Audit Office (NAO), the Comptroller and Auditor General (C&AG) independently scrutinises public funds, including providing Parliament with financial audit of the accounts of both departments and ALBs.

The last visit by Israeli officials to the Ministry of Defence Main Building took place on Wednesday 5 February 2025.

Departmental responsibility for tackling crime, whether on Westminster Bridge, or in the Hon Member’s own constituency of West Suffolk is a matter for the relevant local police force.

Civil Service Headquarters (HQ) occupancy data is collected and published on GOV.UK for all HQ buildings of Whitehall Departments, Office for Scotland, Office for Wales and Northern Ireland Office. Post-election period, publications now happen on a quarterly basis.

Decisions on the authorisation of temporary structures on the highway is entirely a matter for Westminster City Council as the local highway authority.

The police have comprehensive powers to deal with individuals who vandalise or damage our cultural monuments. It is a criminal offence for a person, without lawful excuse, to intentionally or recklessly destroy or damage any property belonging to another. The police have a duty to protect the public by detecting and preventing crime, including offences of this nature.

The use of these powers is an operational matter for the Metropolitan Police Service. They have deployed significant resources to recent protests and we have seen them take action to prevent vandalism as part of their response to protests in this area. Ministers are unable to intervene in operational decisions of this nature, as to do so would undermine their operational independence.

A number of departmental buildings have transferred ownership to the Government Property Agency and the details of buildings served by the Whitehall Boiler System are provided in the table below.

The total costs that were charged to Government Departments by the Government Property Agency for the provision of heating from the Whitehall Boiler System is as follows;

(a) 2022 - 23: £4.8m

These costs include standing charges for the operation and maintenance of the Whitehall Boiler System along with the cost of actual heat consumed by each building.

Meeting the Greening Government agenda objectives has been a key consideration for the Government Property Agency as the Whitehall Boiler System undertakes a decarbonisation project to support reaching Net Zero. This has involved works to insulate pipework and decommissioning assets that do not support the future operating system. Future phases include works to allow the operating temperature to be lowered to further reduce carbon emissions.

The Whitehall Boiler System energy centre is considering options to achieve Net Zero through a federated approach which may include connecting to district heating networks for an external low carbon heat source. This option can be implemented when the system is operating at a medium temperature. The best source of external low carbon heat for the Whitehall Campus is likely to be achieved by connection to an external low carbon heat source similar to that as proposed under ‘South Westminster Area Network’ (Project SWAN) or a variant on this project.

Currently the project is at development stage and it is proposed that, subject to the required budget being available, works will commence in 2026.

The Cabinet Office is not aware of any wellbeing gardens. There are no records of wellbeing gardens in government buildings that are managed by the Government Property Agency.

The date and means to fully decarbonise the Whitehall Boiler System are not currently known, as the next phase (Phase 2) of the project to reduce carbon emissions / decarbonise is currently undergoing a feasibility / options appraisal and is anticipated to be the subject of an investment decision as part of the next spending review (SR).

Phase 1 includes installation of pipework lagging (completed 2021/22) and replacing heat exchangers to lower the operating temperature (to be completed from 2022/23). Phase 1 will result in a carbon saving of approximately 17%.

Phase 2 is anticipated to run from 2024 to 2028 and include delivery of Ground Source Heat Pumps to achieve carbon savings of approximately 71% (including Phase 1 carbon savings).

Phase 3 is a further potential scheme that could connect into a wider district heating system anticipated from 2026 to 2035. Phase 3 could achieve carbon savings of approximately 92% (against current emissions).

The primary source of heating for government offices in Whitehall is the Whitehall District Heating System, which is operated by the Government Property Agency (GPA). GPA has ongoing plans to reduce carbon emissions from and decarbonise the district heating system.

• In 2021/22FY, a pipework lagging project was completed to reduce heat losses and provide carbon savings.

• In 2022/23FY, it is planned to start a project to lower the operating temperature of the system from 145^oC to 95^oC.

• Forecast reductions in Carbon from the completion of both projects is approximately 17%.

• GPA has plans from 2025 to consider a decarbonisation of the Whitehall Boiler System that feeds the district heating system.

Other government office projects are ongoing in and around Whitehall to reduce energy consumption and carbon emissions through upgrades to LED lighting and HVAC (heating, ventilation and air conditioning) systems.
