To ask the Secretary of State for Transport, what performance targets she has set for c2c rail services since nationalisation.
Since being transferred into public ownership, c2c has continued to be monitored against the rail industry’s established performance measures, including punctuality & reliability, cancellations and passenger satisfaction, and remains subject to the same performance oversight arrangements as other publicly owned operators. All train operators are required to publish performance against targets on their website.

The Department for Transport (DfT) has not made a published estimate of the subsidy/premium for each operator in each of the next five years. Exact costs and income levels are agreed during the rolling business planning process. Information on subsidy/premium for each operator will be published next year in DfT's annual report and accounts.

The Department for Transport has not made or published a ten-year estimate of passenger numbers specifically for c2c rail services. Future passenger demand forecasts are developed as part of business planning, investment appraisals, and rail industry forecasting processes, but projections are subject to significant uncertainty and are not routinely published on an operator-by-operator basis for the next ten years.
However, over the next ten years we would expect c2c to continue to grow passenger numbers. Long-term planning strategic advice, such as the Essex Thameside Strategic Advice, is published on Network Rail's website.

To ask the Secretary of State for Transport, what progress c2c has made on upgrading Barking station since 17 December 2025; and whether the upgraded ticket office, new lift and extended gateline remain on schedule for completion in 2026.
c2c continue to make positive progress on the Barking station upgrade. Since 17 December 2025, both gatelines have been installed and are operational, the upgraded ticket office is 95% complete and the lift works are complete with lifts returning to service on 18 May 2026. Remaining works include cladding the gatelines and installation of permanent gateline power. Full completion of the station project is due for autumn 2026, and we will continue to hold c2c to account to deliver by this date.

Network Rail is responsible for developing estimates of passenger and freight future demand, working closely and collaboratively with train operating companies, local authorities, freight operators and other relevant stakeholders.

Officials have not yet received a proposal for a community rail partnership from c2c. We understand the operator will be sharing a proposal in 2026/27 and officials will consider how this might best be facilitated.
In terms of merits, Community Rail Partnerships bring benefits to local communities through social, environmental, and economic growth. Projects help improve the safety and inclusivity of the railway, as well as encouraging rail travel as a more sustainable mode of transport.

Officials have not discussed with Network Rail or relevant local authorities; however, officials have discussed establishing a community rail partnership with c2c which both parties see value in.
Next steps would include building the proposal and securing sufficient funding; officials will continue to explore what opportunities there might be in future business planning rounds.

The estimated completion date for the Barking station upgrade is autumn 2026. The right-hand side gateline and lift are now complete and open to the public.

All Door Overhaul and Tight Lock Auto Coupler Overhaul works planned for 2025/26 have been completed on 74 units. Planned train painting and corrosion repairs and LED lighting upgrades are currently being undertaken.

c2c serves a mostly short distance turn up and go market, with around 95 per cent of all daily ticket sales made within a week of the date of travel. Affordability is therefore primarily determined by walk-up fares.
c2c reduced its single fares in December 2023 to always be half the equivalent of a return fare, a change made in readiness for the roll out of contactless Pay As You Go (PAYG) ticketing.
c2c is the first TOC in Britain to offer contactless PAYG ticketing on its whole network and advises that it has the lowest walk-up fares per mile of any train company in the southeast.

We expect operators to work with local stakeholders, including local councils such as Basildon Borough Council, in relation to housing developments and their potential increase on demand for rail services. Estimates of future demand are being used to inform strategic planning across the Essex Thameside area, with collaboration across operators, Network Rail and local stakeholders such as councils.

Since c2c’s transfer to public ownership two months ago no senior management have left. Eight operational staff have left and have been or are being replaced. This is within usual levels of attrition and c2c continues to deploy its workforce planning strategies to ensure sufficient expertise.

Services Agreements with South Western Railway Limited and c2c Railway Limited were signed on 23 May 2025 and 16 July 2025 and came into force on 25 May 2025 and 20 July 2025 respectively. The Agreements will be made available on the Department for Transport website in due course.

The Services Agreement with c2c Railway Limited will be made available on the Department for Transport’s website in due course, which will set out the Secretary of State’s requirements for the publicly owned operator. c2c Railway Limited, along with other public sector operators, will be required to meet targets for punctuality, reliability, service quality and customer satisfaction every period, and it will also be required to publish its performance against these targets on a regular basis. In addition, a suite of Key Performance Indicators will be routinely monitored by the operator and the Department.

The Government is determined to retain the committed and talented staff who keep the railways running for passengers. As services are transferred into public ownership, including c2c’s services, staff employed by the privately-owned operator transfer to the public sector operator in accordance with Transfer of Undertakings (Protection of Employment) regulations. The potential impact of this is closely monitored throughout the transfer process by the Department and DFT Operator. The transfer of c2c’s services and staff to public sector operator, c2c Railway Limited, on 20 July 2025 was successful. c2c Railway Limited is responsible for recruitment and retention of its staff.
The Government’s reform of the railways, including the creation of Great British Railways (GBR), will continue to modernise the railway’s dedicated and skilled workforce. Through workforce reform and the simplification of industry processes, we aim to restore pride in the railway as an employer and empower every colleague to deliver better service and value. While details on exact roles are subject to further design work, GBR will continue to need colleagues from across the railway to continue the hard work that they do delivering for passengers. We will continue to engage with the industry on our plans for GBR.
