We have regularly raised this case at the most senior levels of Government, and have pressed for the legal process to be resolved as soon as possible. My right hon. Friend the Foreign Secretary will be raising the issue yet again when he visits India next week. Last month, following requests from three of the men, we issued emergency travel documents. The men will still require permission from the Indian authorities before they are able to leave the country.

I met Transport and Defence Ministers yesterday to discuss progress on delivering the UK’s first space port. They are both part of the cross-governmental team taking forward the national space flight agenda. The Government have undertaken a public consultation on the eight potential locations, including Machrihanish in the hon. Gentleman’s constituency, and the criteria that will be used to select the location of a UK space port. Our response to that consultation will be published shortly.

The review of allocations of common agricultural policy funds between UK Administrations will take place during 2016 and 2017. DEFRA will first work with the devolved Administrations to decide on the data needed to facilitate a comparison of payments across the UK. I have made it clear that one area that will be examined in the review is a comparison of land types and payment areas. That task will be easier once all UK Administrations have made the transition to area-based payments.

The Government’s superfast broadband rollout programme has provided over £120 million to the Scottish Government to improve broadband services. More than 160,000 additional Scottish homes and businesses now have access to broadband as a result. The Government have recently achieved a deal with the mobile network operators that will reduce complete not spots in Scotland by about two thirds, and partial not spots by one half.

Mr Speaker, with permission I will answer this question with questions 3, 7, 10, 15 and 16.

There are three main ways in which we help people with their energy bills: first, with money, to help vulnerable customers with their energy bills with policies like the winter fuel payment, the warm home discount and cold weather payments; secondly, by helping people save energy and so cut their bills with policies like energy efficiency, product regulations, the energy company obligation and the green deal; and, thirdly, by making our energy markets more competitive, where our reforms have seen the market share of smaller independent companies grow from less than 1% in 2010 to 10% today, enabling people to save hundreds of pounds on their bills by switching supplier.

Discussions continue between Her Majesty’s Government and Post Office LTD to consider the needs of our customers beyond April 2015, announcements will be made when these discussions reach a conclusion.

The Government set out in July their ambition to start hosting commercial spaceflights from the UK by 2018. The activity is being driven by a cross-Government team that reports to me as well as to Ministers in the Ministry of Defence and the Department for Transport. We have undertaken a public consultation on the potential locations—including the one in my hon. Friend’s constituency—and the criteria that will be used to select the location of a spaceport. Our response will be published shortly.

Since the Law Commission published its report on the reform of the Electronic Communications Code in February 2013, my Department has been considering the implications of the recommendations on network rollout and service provision to consumers. In January 2014 we published an economic analysis of the impact of various wayleave valuation regimes. A copy of this report has been placed in the House of Commons library. The analysis work is ongoing and I will make public the plans to reform the Electronic Communications Code, and respond to the Law Commission’s report, in due course.

As of 31 December 2013, the latest period for which figures are available, there were 223 Indian nationals serving a prison sentence in England and Wales.

All foreign national offenders (FNOs) sentenced to custody are referred to the Home Office for them to consider deportation at the earliest possible opportunity.

Tackling nuisance calls is one of my top priorities and we have achieved greater co-operation between the two regulators (the Office of Communications and the Information Commissioner's Office), improved guidance and information for consumers and also ensured more effective enforcement of the existing regulations. We will be publishing our Action Plan for nuisance calls shortly, which will set out the substantial progress that has been made so far, work under way and our future plans.

The ability to switch supplier is a key driver of a competitive market, and it is important that we address areas where this is difficulty. I therefore welcome the opportunity to discuss with my hon. Friend the particular difficulties faced by customers on the “Total Heating, Total Control” tariff.

I assure my hon. Friend that all Department for Work and Pensions benefits and entitlements, including universal credit, are normally paid by direct payment into a mainstream bank account, the vast majority of which can now be accessed over the counter at post office branches.

My Department and the Scotland Office have had regular discussions with the Scottish Government on broadband coverage in Scotland, including on the delivery of two projects for the highlands and islands and for the rest of Scotland. These projects will make superfast broadband available to more than 670,000 homes and businesses.

The hon. Gentleman will know that the Post Office already delivers a number of valuable front-line services for the Government, and it has proved successful in competing for contracts. The Cabinet Office’s engagement at the moment involves conversations about how the Post Office and others might help us to give better support to citizens who are not yet online.
