Mr. Paul Murphy: The figures in table 5.29 of the 2000 edition of Social Trends are at factor cost. More recent figures are
calculated at basic prices and reflect changes in the European System of Accounts used in calculating gross domestic product.
Figures for 1989 up to 1999 at basic prices were published on 27 February 2001 in the Office for National Statistics news release
"Regional gross domestic product" and are available in the March 2001 edition of "Economic Trends", a copy of which is available in
the Library of the House. Figures for the year 2000 will be published on the same basis during the Spring.

Mr. Hain: A breakdown of the number of medical assessments is available only from June 2000 onwards.
Between January and June 2000, Healthcall, the company contracted to undertake the Medical Assessment Process, completed a total of
1,163 MAP assessments.
The average weekly number of MAPs between July and September 2000 is 276. Between October and December 2000 (excluding the two-week
Christmas holiday period), an average of 371 MAPs were undertaken. The individual weekly totals from 1 January 2001 to date are as
follows:

Mr. Paul Murphy: I established the Welsh sub-group of the Coal Health Claims Monitoring Group specifically to address coal health
issues in Wales and to report back to the GB-wide group. The Group had its second meeting on 12 February, attended by my hon. Friend
the Minister for Energy and Competitiveness in Europe, and again proved extremely constructive. I am convinced that the measures we
have discussed, and the actions we have agreed, will further speed up the processing of coal health claims.

Mr. Alan W. Williams: To ask the Secretary of State for Education and Employment if he will make a statement on initiatives he has
taken to improve economic activity rates in former coalfield communities. [147937]
Ms Jowell: We now have action teams for jobs in many of our coalfield areas suffering with the lowest employment rates; Easington
Wansbeck, Sunderland, Tyneside, Rotherham and Bamsley and Doncaster are all covered by action teams and there are some early success
stories--for example, of the 138 contacts made in Easington, 60 of these have resulted in jobs. In Doncaster, the employment zone
offers tailored support to help former mine workers back into work. The New Deal covers all areas of the country including former
coalfield areas. By the end of November, it had helped over 269,000 young people off benefit and into work. The new Learning and
Skills Council will target support for those people who have been victims of industrial and economic change, and provide the skills
and training that people need to find sustainable employment. Matters relating to Wales should be addressed to the Welsh assembly.

Mr. Alan W. Williams: To ask the Secretary of State for Trade and Industry when the new testing centre for the Medical Assessment
Procedure at Ammanford will be operational; and if he will make a statement. [149089]
Mr. Hain: The new testing centre for the Medical Assessment Procedure at Ammanford should be operational by the end of February.
The Department currently has five centres in operation in Wales to undertake the Medical Assessment Process, MAP, for respiratory
disease. A further centre at Ystrad Mynach, in addition to that in Ammanford, is due to open in March. It is intended that the two
new centres will initially be used for the purpose of assessing priority claimants only, including the eldest of the illest. All the
MAP centres are also equipped to carry out spirometry assessment.
In Wales as a whole, over 28,000 claims have been registered. Of these 2,250 claimants have proceeded through the full MAP, and a
further 1,729 have appointments.

settlements and full and final settlements to claimants in respect of compensation for respiratory disease and vibration related
disease, totalling over £333 million. The Department continues to pay out around £1 million per day in compensation.

Mr. Alan W. Williams: To ask the Secretary of State for Wales if he will make a statement on the level of social exclusion in Wales.

Mr. Hanson: The National Assembly for Wales published a reported entitled "Mapping social exclusion in Wales", 1999 Edition. The
report contains 50 indicators related to aspects of social exclusion and maps their concentration across Wales. Copies of the report
are available in the Library of the House.
In December, the National Assembly published a consultation paper entitled "Regenerating Our Most Disadvantaged Communities,
Communities First". Copies of the consultation paper will be placed in the Library of the House as soon as possible.
In addition, the Welsh Affairs Committee published a report on social exclusion in Wales on 15 January. The report acknowledged that
social exclusion affects people of many different kinds and that it is not unique to Wales; it is a fact of life across the United
Kingdom.
This Government are committed to tackling social exclusion and I welcome the high priority that the National Assembly places on
bridging the gap between the most deprived communities in Wales and the more affluent ones.

Mr. Alan W. Williams: To ask the Secretary of State for Trade and Industry how many medical assessment procedures were conducted at
each of the testing centres in Wales in each calendar month from January to date. [141151]
Mr. Byers: Since January this year the Department has carried out a total 4,326 medical tests in Wales, some 1,769 full Medical
Assessment Processes and 2,557 spirometry tests. These are broken down by centre as follows:

centre will remain open to assess new claimants as and when their details are passed to Healthcall. {2} The Cardiff centre is a

area for whom they have details.

Mr. Alan W. Williams: To ask the Secretary of State for the Environment, Transport and the Regions if he will make a statement on
emissions trading and global warming. [138955]
Mr. Meacher: The Government recognise that emissions trading is a key part of the long-term solution to reducing greenhouse gas
emissions, both domestically and internationally. Despite the breakdown of the recent international climate change talks in The
Hague, we achieved some progress in developing the rules for international emissions trading. We hope to be able to build on that
progress when talks are resumed next year. In addition, the Government have recently started public consultation on proposals for a
domestic trading scheme, the framework for which is expected to be in place by April next year.

Mr. Alan W. Williams: To ask the Secretary of State for Social Security by how much in total pensioners' income will have risen
between May 1997 and April 2001 as a result of Government measures; and what this figure would have been if basic pensions had been
linked to the rise in average earnings over the same period. [140240]
Mr. Rooker: The average pensioner household will have seen their net income rise by £9.10 a week over and above inflation by April
2001 thanks to the measures introduced since 1997 (Minimum Income Guarantee, Winter Fuel payments and the real rise in the Basic
State Pension). If we include the effects of tax changes over the same period the average pensioner household will have seen their
net income rise £10.90 per week.
By way of comparison the average pensioner household would have seen their net income rise by only £3.10 above inflation if pensions
had been linked to earnings since 1997, and £4.90 if the effects of tax changes were included. In addition many pensioner households
also gain £2 a week from free TV Licences for the over 75s.

Mr. Alan W. Williams: To ask the Secretary of State for International Development what efforts are being made by her Department to
encourage the development of renewable sources of energy in the developing world. [138115]
Clare Short: We are spending £1.5 million per year on research to improve energy provision for the poor. The work falls under four
themes: The development and promotion of renewable energy sources, especially for rural communities; The more efficient supply,
conversion and use of energy; Improved access to clean energy in poorer households; Reducing the environmental impacts of energy
use.
We are also supporting the G8 Renewable Energy Task Force and we are major contributors to the Energy Sector Management Assistance
Programme (ESMAP). We are also members of the World Renewable Energy Network (WREN).
I will place a copy of the most recent newsletter in the Library of the House.
