The threat level in Northern Ireland remains at "severe". The Government are not complacent about the threat that dissident republicans continue to pose despite their having little or no community support. The House will wish to know that the Police Service of Northern Ireland continues to disrupt the activity of that small criminal group. So far this year, it has made 51 arrests, brought 12 charges and made three seizures.

National Grid's recent "Ten Year Statement 2009" expects just over 0.5 billion cubic metres of additional gas storage capacity to be commissioned by 2011-12, or an addition of more than 10 per cent. to capacity, including Aldbrough, which will be the second largest facility in the country. In addition, 20 other projects are planned for completion beyond that date, including the Gateway project, which will provide 1.5 billion cubic metres of extra capacity by 2014. That storage capacity is on top of the increase in import capacity in recent years, representing 125 per cent. of annual demand.

The Government are aware of concerns that have been raised in Parliament about the accountability of returning officers and registration officers, and we are exploring ways to address them. I have to say to the right hon. Gentleman that any changes should take place only if they support the principle of the independence of these officers.

In our Children, Schools and Families Bill, we are legislating to ensure that all children and young people receive personal, social and health education, including sex and relationship education, and we are lowering the parental opt-out to 15 years of age. We will consult on the detailed content of the new PSHE curriculum after the Bill has gained Royal Assent. In the meantime, we are publishing today updated guidance for schools on sex and relationship education. It has been produced following consultation last year with parents, teachers, faith groups, young people and health professionals, and it sets out, among other things, the importance of marriage and of strong and stable relationships for bringing up children.

Since the introduction of the temporary recruitment provisions in November 2001, there have been 3,751 appointments to the Police Service of Northern Ireland. Catholic composition within PSNI regulars currently stands at 27.69 per cent. We remain on track to reach the target of 30 per cent. Catholic composition by March 2011.

I have been asked to reply.
I am sure the whole House will join me in sending our profound condolences to the families and friends of the two soldiers from 3rd Battalion The Rifles who died in Afghanistan yesterday. We send our deepest sympathies to their families. This Christmas, we will all be thinking of the bravery and dedication of our armed forces overseas, and especially at this time of year, of the families who support them.
My right hon. Friend the Prime Minister is in Copenhagen. This morning he met the UN Secretary-General; this afternoon he will address the assembly.
