My Lords, in the last two months alone, Environment Agency investigations have led to 16 waste crime-related arrests. However, we know we must strengthen the EA’s powers, which is why this Government are committed to do so in our waste crime action plan. We are also prioritising reforms to the carriers, brokers and dealers system, updating waste exemptions and implementing digital waste tracking. These measures will improve oversight, close loopholes and meaningfully tackle criminality in the waste sector.

Legislation has been laid to implement reforms to the carriers, brokers and dealers system as laid out in the waste crime action plan. The legislation will come into effect from summer 2027.

On 14 May Defra officials visited the site and met with local partners and residents to discuss the clearance operation. Discussions focused on site logistics, access rights, the ability of the market to provide sufficiently specialist capability, management of the fire risk, and remediation of the site once it has been cleared. Defra and local partners will continue to work together to commence the clearance operation as quickly as possible.

We are finalising the drafting of the necessary legislative amendments, and these will be progressed as soon as parliamentary time allows.

Subject to parliamentary time, we expect to introduce secondary legislation mandating digital waste tracking before the prorogation of this Parliament.

My Lords, the UK strongly supports global efforts to protect forests and remains steadfast in working with partners to deliver the shared commitment to halt and reverse deforestation and forest degradation by 2030. The Government are currently considering their approach to addressing the deforestation impact of the use of forest-risk commodities in our supply chains, and we will update the House at the earliest opportunity.

My Lords, the UK has had a long-standing role in protecting forests and supporting efforts to halt and reverse deforestation. While the Government did not announce an investment in the Tropical Forest Forever Facility at COP, we very much remain supportive of the TFFF and are proud to have substantially assisted Brazil to develop the initiative. We will continue to provide support to the TFFF, including through co-funding the World Bank trust fund that will operationalise the facility and through the AIM4Forests programme, which will provide critical technical assistance to support delivery of the TFFF.
