Congestion can cause real problems, and although local councils are responsible for managing their road networks, the Department has been focused on enabling them to minimise disruption. We have legislated to introduce numerous lane rental schemes and are devolving powers to establish future schemes to mayors. That will enable local decision making to target congestion.

Too many young people are not in employment, education or training, something we are addressing and which the previous Government did nothing about.

We are investing £2.5 billion into the Youth Guarantee and the Growth and Skills Levy to support nearly one million 16–24-year-olds into work, education or training.

Over the next three years, this investment will unlock up to 300,000 opportunities for workplace experience and training, along with 200,000 jobs through the £3,000 Youth Jobs Grant, the £2,000 apprenticeship incentive, and guaranteeing jobs for long-term unemployed young people on Universal Credit.

May I take this opportunity to welcome the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Southampton Test (Satvir Kaur), back from maternity leave? I congratulate the Parliamentary Secretary, Cabinet Office, my hon. Friend the Member for Bury North (Mr Frith), on his Dispatch Box debut, and welcome Baroness Anderson in the other place, who has joined the Cabinet Office team today.

As my hon. Friend the Member for Bury North has said, next week, we will launch a national conversation to ensure that the public have their say on how digital identification can be used to make modern public services. Digital ID will be free to access and secure, and will make it easier for people to prove who they are when logging into the gov.uk app. Over time, government by app will become a reality, much like banking or shopping by app. There will be quicker, easier and more secure access to public services at the touch of a button, which will ensure that our public services are there for people when they need them.

Under the previous Government, water bosses awarded themselves over £112 million in bonuses. Thanks to this Government’s Water (Special Measures) Act 2025, water company bosses who pollute our waterways have been blocked from receiving millions of pounds in unfair bonuses for the past financial year.

The Government is committed to ensuring we have a system that supports disabled people and those with long-term health conditions, including people at end of life.

The Timms Review aims to ensure that Personal Independence Payment (PIP) is fair and fit for the future. The Review will be co-produced with disabled people, the organisations that represent them and other experts, meaning the Government will share ownership and responsibility for how the Review runs and what it recommends. It will therefore be for the Review’s leadership group – building from the Terms of Reference – to set its strategic direction, priorities and workplan. We will not seek to make further changes to PIP eligibility until the Review has reported its findings.

The Department supports people nearing the end of life through special benefit rules – called the Special Rules for End of Life (SREL). These enable people who are nearing the end of their lives to get faster, easier access to certain benefits, without needing to attend a medical assessment, serve waiting periods and in most cases, receive the highest rate of benefit. The current rules were updated in 2022/23 following a comprehensive review. The Government is not currently considering a further review of SREL policy but remains committed to maintaining fast-tracked access and is actively exploring ways to improve the delivery of the current system.

Our great civil service serves all the people across the UK, so it should look like them, sound like them and come from the same towns, cities, regions and nations as the communities it serves. By 2030, half of the senior civil service will be located outside London, with half of the fast stream placements also in the regions and nations. This Government are absolutely committed to radical reform to ensure that people from all parts of the UK can have a full and rewarding career in His Majesty’s civil service.

This Government are committed to restoring confidence in the criminal justice system, which means ensuring that victims of crime are properly supported through the justice process. The CPS is taking a range of measures to better support victims, including by offering pre-trial meetings to adult victims of rape and serious sexual assault, recruiting victim liaison officers to act as a consistent point of contact for victims, and delivering the groundbreaking victim transformation programme.

With permission, I will answer these questions together, as they are both about the great city of Southend.

Colleagues in Southend jobcentre are working very hard with Southend young people to help them gain skills, experience and confidence. The team have launched a bespoke employability workshop designed for young people, and recently delivered a regional work experience pilot for college students. They also work with our great partners, such as the King’s Trust and FirstPoint Training, to provide placements and opportunities, and there is also the employer-led Movement to Work programme.

The digital inclusion action plan is one of things I am proudest of. Only this morning I launched the “IT reuse for good” charter. One thing that is really problematic for many families who do not have access to the internet is that they simply do not have a device. I urge every Member of the House to get every business they know to sign up to the “IT reuse for good” charter so that we can get devices to the people who really need them.

Reducing waiting times for cancer diagnosis remains a key priority. Under this Government, an extra 99,000 patients have had cancer diagnosed or ruled out. This has been supported by investment, including in Cancer 360—a digital innovation that brings patient data into one central platform—and in NHS England’s cancer innovation open call to fast-track cutting-edge interventions into practice. Our forthcoming national cancer plan will set out how we will speed up cancer diagnosis even further.

The night-time economy, and the hospitality sector more widely, is the beating heart of our cultural life, bringing to life the places we all call home. That is why this Government have cut draught duty and introduced a fairer, permanent business rates system. We all want our pubs, clubs and restaurants to thrive.
