That this House believes the Government should be aware of the extreme distress being caused in Gloucestershire by Ministers' refusal to take steps to modify expenditure capping limits in order to avoid serious cuts and redundancies which will otherwise have to be made in the education and police services; notes that despite having received a delegation of honourable Members for the county and also members of the county council, authority to raise the spending limit and therefore to avoid community charge capping has been refused, constituting a serious threat to the essential services needed by the people of Gloucestershire; and believes the results will inevitably increase the serious situation for parents and teachers, reduce the ability of the police to deal with increased crime levels, and further delay social services and the implementation of Government legislation, causing despair and misery to the elderly.

That this House notes with acute concern the plight of Mr Lorrain Osman who, on 6th December in Brixton Prison, commenced his seventh year of incarceration on remand and unconvicted of any crime and held since 5th December 1985; notes that Mr Osman faces another two years on remand whilst the Hong Kong authorities collect further evidence they claim is required for any prosecution to commence despite the six years that they have already had to prepare their case; notes that the time already served by Mr Osman is the equivalent of a sentence in excess of 12 years and also exceeds the period of incarceration served by many offenders sentenced to life imprisonment, and that his detention without trial is an appalling reflection of the exercise of the duty imposed upon the state to protect the citizen's most treasured right of liberty; and calls upon the Home Secretary to exercise his powers to forthwith end the extradition process and restore Mr Osman to freedom.

That this House, while welcoming the Government's November 1991 announcement of an initiative to provide emergency accommodation for homeless people sleeping rough in London between December 1991 and March 1992, views with concern that the very limited initiative announced for the rest of the country is primarily for the 1992-1993 financial year and will not help those who end up sleeping rough this winter; notes that the numbers of people needing emergency housing provision outside London are greater than in the capital; calls upon the Government immediately to extend to the rest of the country the full scale of initiatives being undertaken in London and to make the necessary financial resources available to local authorities to co-ordinate the provision of these services.

That this House takes note of the fact that the ancient geographical county of Gloucestershire still exists and its existence was in no way jeopardised by the creation of administrative counties in 1988-89, or by the re-organisation of local government in 1963 to 1965, 1972 to 1974 and 1973 to 1975; recognises that administrative authorities bearing the name county were created solely for the purpose of discharging the functions of the first tier of local government; believes that it is important to inhabitants of all geographical counties that their history and their cultural, social and sporting traditions should be enhanced and maintained; calls upon the Secretary of State for Transport to facilitate the erection of boundary posts for the county of Gloucestershire on all motorways and trunk roads for which he is responsible to indicate to motorists which geographical county they are entering, and to instruct all local authorities to do likewise on roads and highways that they are responsible for; and calls for the Ordnance Survey to be empowered and instructed to show the ancient geographical county of Gloucestershire on their maps, in addition to, or instead of the administrative areas that currently appear.

That this House, alarmed by the reduction in mental illness hospital beds from 63,000 in 1988-89 to the 37,350 announced by the Under Secretary of State for Health in November 1990, which is already causing an increase in the number of homeless and a consequent strain on the police, calls on the Secretary of State for Health for a halt to reductions in the number of these beds and for an urgent review by the Secretaries of State for Health, the Environment and Home Affairs to ensure that in-patient care can be offered or continued for those patients whose need for specialist care cannot be met in the community, in line with Government policy in Circular HC(90)23/HASSL(90)11, published in September 1990.
