To ask the Chancellor of the Exchequer what estimate his Department has made of the likely change in tax receipts in (a) 2013-14, (b) 2014-15 and (c) 2015-16, due to the (i) ban on cash payment for non-precious metal contained in the Legal Aid, Sentencing and Punishment of Offenders Act...
The legislative changes contained in the Legal Aid, Sentencing, and Punishment of Offenders Act 2012 and the Scrap Metal Dealers Act 2013 were prompted by escalating thefts of scrap metal. As some of the changes have only just come into effect it is too early to say what impact they are having on tax receipts.
To ask the Chancellor of the Exchequer what estimate he has made of the value of cash transactions within the scrap metal industry that avoided direct and indirect taxes due to evasive record keeping in the latest year for which figures are available.
To ask the Chancellor of the Exchequer what estimate he has made of the value of cash transactions within the scrap metal industry that avoided direct and indirect taxes due to evasive record keeping in the latest year for which figures are available.
There are no estimates of the value or the tax lost specifically due to cash transactions within the scrap metal industry.
HMRC published its latest available estimates of tax losses in “Measuring Tax Gaps 2013”
http://www.hmrc.gov.uk/statistics/tax-gaps/mtg-2013.pdf
The publication includes an overall estimate of evasion for 2011-12.

To ask the Minister for Women and Equalities what external policy research her Department has commissioned in each of the last six years; which organisation was commissioned to provide each such piece of research; and what the cost of each such piece of research was.
[122367]
Since the establishment of the Government Equalities Office (GEO) on 12 October 2007, the GEO Research and Analysis Team has conducted or commissioned a range of research on equality issues. On 1 April 2011, Government Equalities Office became part of Home Office; research commissioned since that date has been included for thoroughness.
Based on current records, the following table lists external policy research commissioned in each financial year by Government Equalities Office, the name of the contracted organisation and the cost. Totals for each year reflect the total value of external policy research commissioned in that year, and not necessarily actual expenditure; some projects will have completed in following financial years.
No external policy research has been commissioned to date this financial year (2012-13).

The information can be accurately collated only at disproportionate costs.
Notwithstanding, published research reports can be found on my Department's website:

This includes a significant amount of research commissioned by the last administration that was otherwise unpublished, but which this Government have published in the interests of transparency.

A list of external policy research projects commissioned by the Ministry of Justice (and formerly by the Department for Constitutional Affairs—DCA—and the Office for Criminal Justice Reform—OCJR) in each of the last six years, the organisation from which the research was commissioned and the cost of the research can be viewed in the following table.
Some research that was contracted before 2008-09 (eg research commissioned by OCJR) can only be supplied by the Home Office and is not included in this response. Additionally, because of departmental restructuring and the restructuring of its research and analytical services during the past six years, some research projects may be omitted from the table, or may be duplicated in returns for other Government Departments.

‘Year commissioned’ denotes the year in which the
contract was originally commissioned. This is not the same as the year
in which payments for research were
made. 2 ‘Total contract costs’ includes the most accurate information that could be obtained at the time of response on the value of the contract as initially agreed, or the amount finally paid where this was different. 3 MOJ = Ministry of Justice; DCA = the Department for Constitutional Affairs; OCJR = Office for Criminal Justice Reform; NOMS = National Offender Management Service. 4 Costs were shared between MOJ, NOMS and the Youth Justice Board. Note: This response includes policy research commissioned through analysis and research teams within MoJ. Other externally commissioned research (e.g. surveys) is not included. It does not include research by the Home Office's Centre for Applied Science and Technology (CAST) which is funded by the Ministry of Justice. Some research before 2008-09 (such as research contracted by OCJR) can only be supplied by the Home Office and is not included in this response.
