Mr. Pond: :To ask the Secretary of State for International Development what measures her Department is taking to assist those
employed in West African cocoa production. [84710]
Clare Short: It is imperative that we help producers in developing countries benefit from international trade, in order to
facilitate economic growth and to help contribute to poverty reduction. Thus through the Doha Development Agenda agreed at the 4th
WTO Ministerial in November 2001, the UK is arguing for significant reductions in trade distorting policies and greater access for
developing country products to OECD markets, particularly for agricultural goods.
At a country-specific level, the UK Government is providing direct support to West African Governments for the development of
smallholder agriculture. Specifically in Ghana, the UK supports feeder roads construction in cocoa growing areas, which has restored
access to markets and provided alternative short-term employment for farmers. The UK has also supported a fair trade initiative to
market Ghanaian chocolate in the UK.

Dr. Howells: In the financial year 2002-03 the Film Council will provide £879,267 to Screen South through the Regional Investment
Fund for England (RIFE). Screen South staff carry out many activities in the region, for example location services for incoming film
productions, which are funded from £300,200 of the RIFE allocated to salaries and internal administration. The remaining funds
(£579,067) are used to support a range of other activities in the region including film production, exhibition, education and
training.

Mr. Pond: To ask the Deputy Prime Minister when he proposes to announce the outcome of stage 2 of the review of English
Partnerships; and if he will make a statement. [73451]
Mr. Leslie: I am today announcing the conclusion of stage two of the Review of English Partnerships.
English Partnerships will be a key player in the delivery of my new "living communities" agenda. As I announced in my Statement to
the House on 18 July, I am instructing English Partnerships to use its new role to search out and deliver even more land for housing
and sustainable urban development. I also want English Partnerships to help in regenerating those places most badly affected by
abandonment and decay.
Stage one of the Review confirmed English Partnerships as having an important role as an agency for best practice regeneration and
development of brownfield land. I am keen that it develops that role, and in particular, I am asking the organisation to draw up
plans to meet the following objectives:
To bring about speedy development of new schemes that can help meet the objectives set out in my policy statement of 18 July. In
particular, I am determined to see a step change in both the quantity and the quality of new development in those areas that are
facing acute demand pressures. I am therefore today announcing an initial list of their sites on which I wish EP to concentrate, as
shown in the table, and we will be consulting on the way forward for those sites. A further list of sites will be announced in the
autumn.
2. To work closely with the Housing Corporation, and with other key agencies including the Regional Development Agencies (RDAs), to
ensure effective co-ordination in the delivery of plans for key worker and affordable housing within the wider context of "living
communities".
3. To advise on the efficient and effective development of surplus Government land and buildings that may help deliver new
communities where most needed.
4. To help with the assembly of sites for regeneration and sustainable development purposes.
5. To produce and maintain a national brownfield strategy, to include best practice guidance in the assembly, remediation and
development of land and buildings, to help drive forward the Urban Renaissance.
6. To continue to operate its innovative programmes, including the Coalfields Programme, Millennium Communities, support for Urban
Regeneration Companies (URCs), the English Cities Fund, the National Land Use Database (NLUD), Priority Sites Ltd, Land
Stabilisation Programme, and Englishsites.com, and to develop new ideas for extending good practice.
7. To operate a regime that enables developers to use approved `gap' funding for the delivery of housing projects that would
otherwise be commercially unviable.

Mr. Pond: To ask the Minister for the Cabinet Office what plans he has to introduce new pension arrangements for the Civil Service;
and if he will make a statement. [72618]
Mr. Alexander: I am today laying before Parliament, under the provisions of the Superannuation Act 1972, three amendment schemes.
The first of these amends the rules of the Principal Civil Service Pension Scheme (PCSPS) and introduces new provisions for those
joining the pension scheme on or after 1 October 2002. The second amendment scheme makes consequential changes to the Civil Service
Compensation Scheme, and the third amendment scheme removes the injury benefit provisions of the PCSPS to a separate scheme.
Pension arrangements for civil servants (and those in employments and offices listed in Schedule I to the Superannuation Act 1972)
will change on 1 October 2002. New entrants joining after that date will generally be given the choice of a final salary pension or
a stakeholder pension with an employer contribution. The new arrangements are being introduced on a cost-neutral basis for
employers.
We recognise that pensions form a significant part of the Civil Service remuneration package, and we want civil servants to be able
to choose the pension that suits them best. Today's Civil Service does not offer a job for life and is benefiting from greater
interchange with other sectors at all levels within the organisation. Final salary pensions may be good for those who spend a long
period with one employer, but those who change jobs frequently during their career may prefer their employer to contribute to a
stakeholder pension. By giving our new staff a choice of two good quality pension alternatives we aim not only to support a more
diverse Civil Service but also to raise awareness and appreciation of the value of the pension element of the pay package.
The new final salary option will be known as the premium scheme. It will provide a pension based on one-sixtieth of final
pensionable earnings for each year of service. Other features of the premium scheme include: option to exchange part of pension for
lump sum on retirement; ill-health pensions varying in amount depending on the extent of incapacity; death-in-service lump sum of
three times pay; pensions for surviving spouses of 3/8ths of the member's pension; pension payable to a surviving eligible unmarried
partner if the member does not leave a spouse; pensions for children
Existing members of the PCSPS will have the option of joining the premium scheme or remaining with the current provisions (to be
renamed the classic scheme). Members opting for classic will continue to earn a pension based on 1/80th of pay for each year of
service plus a retirement lump sum of three times pension. Members opting to join the premium scheme will have their past service
reduced--typically to 92 per cent. of its previous amount--to reflect the improved benefit structure. Members may also opt for
classic plus; this option effectively provides premium scheme benefits for service from 1 October with service before 1 October
continuing to be pensioned broadly on the classic model.
We are moving to the new arrangements on a cost-neutral basis, with the entire cost of benefit improvements being met by increased
contributions by members. None of the cost of the benefit improvements will fall on the taxpayer. All premium and classic plus
members will pay the new contribution rate of 3.5 per cent. Members opting to remain in the classic scheme will continue to pay
contributions of 1.5 per cent. of pay.
The stakeholder pension alternative will be known as the partnership pension account. Employees will choose their pension provider
from the following panel: AMP Corporate Pensions Scottish Widows Standard Life TUC.
Employees opting for a partnership pension account do not need to contribute, but will be encouraged to do so by having their
contributions matched up to 3 per cent. of pay. In addition, the employer will pay contributions based on age, varying from 3 per
cent. of pay for those under 21, to 12.5 per cent. of pay for those aged 46 and over. Lump sum benefits of up to three times pay on
death in service and on ill health retirement will be provided separately, and will be the subject of future schemes under the
Superannuation Act.
Civil Service remuneration is set having regard to the need to recruit, retain and motivate staff of the appropriate quality. Full
account is taken of the value of pension arrangements, including the cost of index-linking, in setting the balance between the pay
and pension elements of the reward package.
The Civil Service unions have been involved throughout the development of the new pension options, both in negotiating the terms and
also in appraising their members of the options open to them. The unions' constructive involvement throughout this process stands as
a testament to the value of partnership working.

Mr. Pond: To ask the Secretary of State for International Development what action her Department is taking to address the issue of
debt sustainability for those countries which have qualified under the Heavily Indebted Poor Countries initiative. [54758]
Clare Short: The Government has been working to try to ensure that countries exit the Heavily Indebted Poor Countries (HIPC)
Initiative process with sustainable debt levels. At the Annual Meetings of the World bank and IMF in Ottawa last November, we raised
this concern and asked the World bank staff to revisit the debt sustainability analyses of all commodity dependent low-income
countries, including HlPCs. The IMF and World bank analysis, published last month, shows that, although the situation varies from
country to country, the external debt indicators for most HIPC countries have deteriorated, and several HIPC countries now face
unsustainable debt burdens as a result. Following UK pressure, the World bank and IMF boards have agreed to provide additional
relief to countries in this situation. This was reconfirmed at the Spring Meetings last month, and Burkina Faso became the first
HIPC country to benefit from `topping up' at Completion Point. We are also pressing the Bank and Fund to take more concrete action
to encourage non-Paris Club creditors that have not yet delivered debt relief, to do so.
Debt relief is, however, not a panacea and further measures, including sound economic and debt management by HlPCs themselves, will
be required beyond HIPC, to enable countries to maintain debt sustainability levels. To this end, the UK is co-financing a
multi-donor funded project to help strengthen the debt management capacity in HIPC countries.

with the collision of the Sand Lite with the Thames Barrier. [49916]
Mr. Morley: The dredger Sand Kite collided with one of the piers of the Thames Barrier and deposited a quantity of gravel on one of
the operating gates. I understand that the remedial works costs to date have been reimbursed to the Environment Agency from the
vessel's insurers and have not therefore resulted in any public cost. I further understand that there is some additional remedial
painting and removal of gravel from inside the gate recess, to be carried out this summer, that may not be covered by the insurers
and may result in a public cost of some £100,000. This is expected be met from Environment Agency's operational budget with a
contribution from the Port of London Authority.

Mr. Meacher: I am pleased to announce that the department is today publishing the second and final stage of this review.
The findings of the review establish a basis for a new and strategic relationship between the Agency and its Sponsors; more
effective business planning and performance review; a sharpening of efficiency; and a wide range of actions by both the Agency and
its Sponsors towards the improved delivery of environmental functions.
A copy of the report has been placed in the Library of the House.

Mr. Pond: To ask the Secretary of State for Health what guidelines his Department has given on prescribing medication to patients
with arthritis. [40773]
Jacqui Smith: Health service circular 1999-176 advises national health service bodies to use their existing arrangements to
determine local prescribing policies, using the publicly available evidence to inform their decision. Local policies may therefore
reflect differing assessments and interpretations of evidence along with differing local circumstances and priorities.
The National Institute for Clinical Excellence (NICE) has been asked to appraise the use of infliximab (Remicade) and etanecerpt
(Enbrel) in the treatment of rheumatoid arthritis for adults and etanercept only for juvenile idiopathic arthritis (JIA). Unless
there are appeals, NICE expects to issue its guidance in March 2002 for etanercept for JIA and guidance on the etanercept and
infliximab appraisal for adults in April 2002. NICE also has anakinra for rheumatoid arthritis on their appraisal work programme and
guidance is expected in July 2003, providing there are no appeals.

Mr. Pond: To ask the Secretary of State for Health what the level of funding for arthritis treatments and medication was in each of
the last five financial years for which records are available; and what level is estimated for (a) this and (b) the next financial
year. [40772]
Jacqui Smith: The information requested is not collected centrally as the drugs budgets of health authorities and primary care trust
are not determined centrally. They receive unified allocations to cover the costs of hospital and community health services,
discretionary funding for general practice staff, premises and computers and primary care prescribing.
The level of funding made available for arthritis drugs is therefore a local decision. It is for health authorities in partnership
with primary care groups/trusts and other local stakeholders to determine how best to use their funds.
