Contest is a world-leading counter-terrorism strategy that endeavours to meet the serious threat this country faces from international terrorism. I have today published the first annual report setting out progress against the objectives in the strategy. Since 11 September 2001, 230 people have been convicted of a terrorism-related offence and more than a dozen terrorist plots have been disrupted. The Prevent strand of Contest is aimed at addressing the causes of terrorism by challenging the ideology of violent extremists, supporting vulnerable individuals and building community resilience.

To date the Government have opted in to one new proposal pursuant to Title V of the Treaty on the Functioning of the EU.Four opt-in decisions have been made since the Lisbon Treaty came into force on 1 December 2009. In the case of the amended Asylum Procedures Directive, the amended Asylum Qualifications Directive, and the Succession and Wills regulation the Government took the decision not to opt in. In the case of the fourth proposal for a Directive on Interpretation and Translation in Criminal Proceedings, the Government informed the Commission of its decision to opt in on 8 March.In the case of the interim EU-US SWIFT agreement, the European Parliament voted against the proposal before the UK was required to exercise its opt-in. The Exchequer Secretary to the Treasury has written to Parliament explaining these circumstances in more detail.

Section 43 of the Gambling Act (chain gifting) came into force on 1 September 2007. Up to 31 December 2008 (latest currently available) no prosecutions for offences under this section of the Gambling Act have been reported to the Ministry of Justice.Data for 2009 are planned for publication at the end of January 2010.

The Home Office and police keep the effectiveness of section 44 under constant review. The noble Lord Carlile, the independent reviewer of terrorism legislation, also reviews the operation of section 44 and reports his findings to Parliament. I believe that section 44 remains an important tool in countering the threat of terrorism.

As set out in the pre-Budget report, public sector net debt is forecast to peak at 77.7 per cent. of GDP in 2014-15. Projections beyond that are consistent with debt falling as a share of GDP in 2015-16. Although the UK's public debt is rising in response to the recent shocks, it will remain in line with that of other advanced economies.

We have been told that this question has been transferred to Her Majesty's Treasury. [Interruption.]... I am happy to offer an answer. The total pension deficit liability in the public sector is, off the top of my head, close to £600-odd billion, but this has to be seen in context. The pension liabilities are calculated over the next 80 years. In that context, it has to be borne in mind that the average size of a public sector pension is £4,000 to £5,000.

In 2008-09, NHS trusts and primary care trusts in England received contributions from all charitable sources totalling £62 million in expenditure and £65 million in fixed assets. The Department does not collect that information for NHS foundation trusts, which report directly to Monitor.

The tragic events of the past few weeks underline the importance of reducing flood risk to new development. Planning policy statement 25 provides a robust policy framework for local planning authorities to avoid, manage and reduce flood risk to new development, as endorsed by Sir Michael Pitt in his review of the lessons learned from the 2007 floods published last year.
