Donations made before commencement will, once the relevant provisions come into force, be assessed under the applicable retrospective arrangements. These include provisions relating to donations from individuals who have been registered as overseas electors at any time since 25 March 2026 and separate arrangements for donations from individuals who have not recently been registered as overseas electors, but who moved to the UK from abroad on or after 6 July 2026.
Further details about the enhanced UK residency test will be set out in due course.

The Department is currently considering applications for the 2027 Flexible Voting Pilot programme. The final scope of the programme, including participating local authorities, remains subject to Ministerial agreement. Funding requirements will therefore be finalised once the programme has been agreed.
For the 2026 Flexible Voting Pilots, the Department is completing the final financial reconciliation with participating local authorities. As this process includes the settlement of remaining payments, a final figure is not yet available.

The Traveller Site Fund was established by the previous government as a time-limited fund and has now concluded. Traveller sites fall within the scope of the Government's £39 billion Social and Affordable Homes Programme, meaning local authorities can continue to seek funding for traveller site provision through that programme.

The commitment to reviewing English language provision was outlined in the Government’s social cohesion action plan, Protecting What Matters: Towards a more confident, cohesive, and resilient United Kingdom, published in April 2026.
The review of English language aims to identify best practice, and explore how innovation, including digital delivery, can increase the numbers able to speak English.
There are no Terms of Reference to be published, however, a report with the findings from the review will be published in due course.

A new building becomes liable for business rates when it is practically complete and ready for occupation for the purpose for which it was intended.
The financial value of the cap on the business rates relief is covered by confidentiality provisions and is subject to a subsidy control process. It has been calculated to ensure that the programme delivers value for money for the taxpayer.
