Mr. Sumberg: To ask the Secretary of State for the Home Department what plans he has to protect victims of rape and other offences from being personally cross-examined by unrepresented defendants; and if he will make a statement. [20741] Mr. Howard: The Government wish to take steps to prevent the ordeal experienced by some victims of rape and other offences who have been personally cross-examined in court by unrepresented defendants. Therefore, we have undertaken a review into whether the prohibition on the cross-examination of child witnesses by unrepresented defendants in cases of sexual offences, violence and cruelty, which was introduced by the Criminal Justice Act 1991, should be extended to other cases. In light of that review, I have concluded that it would be right for a discretionary scheme prohibiting unrepresented defendants from cross-examining vulnerable victims to be available to the courts for use in appropriate circumstances. Where a prohibition was imposed, cross-examination could only be conducted by a legal representative of the defendant. Details of how the scheme would work, including the offences to which it should apply, will be considered further as part of the wide-ranging review of court procedures for vulnerable witnesses which was announced by my right hon. Friend, the Minister of State, on 23 January. This will enable the scheme to be developed in a co-ordinated way, alongside other issues covered by that review. It is vital to encourage witnesses to come forward to give evidence against offenders and the Government have continually introduced measures to improve the treatment of victims and witnesses by the criminal justice system. A discretionary scheme to prevent cross-examianton by unrepresented defendants in appropriate cases is consistent with the Government's approach and will provide a valuable addition to existing witness protection measures.

Mr. Sumberg: To ask the President of the Board of Trade when he expects to publish the 1996 "Forward Look of Government-funded Science, Engineering and Technology".[30642] Mr. Lang: The 1996 "Forward Look of Government-funded Science, Engineering and Technology", and its companion volume, "Science, Engineering and Technology Statistics 1996", were laid in the House this morning. This year, in response to a recommendation of the Science and Technology Committee, I have presented the documents as Command Papers. This will increase their accessibility to Members of both Houses. This is the third such annual publication. The "Forward Look" reiterates the Government's commitment to the White Paper policies set out in "Realising Our Potential". It describes the Government's strategy for publicly funded science, engineering and technology (SET) within a framework of five broad objectives: to develop publicly funded SET to meet the country's future needs, taking account of `Technology Foresight', and fostering partnership between the science and engineering base, industry and Government. to maintain the excellence of UK science, engineering and technology, to advance knowledge, increase understanding and produce highly educated and trained people. to improve public awareness and understanding of SET to maximise the effectiveness of our EU and international collaboration in meeting UK objectives to promote collaboration between Government Departments and ensure that trans-departmental SET issues are handled effectively, while improving efficiency and value for money. The "Forward Look" also presents future SET expenditure plans, includes statements by individual departments and research councils on their programmes, and reports progress on implementing the 1993 White Paper.

Mr. Sumberg: To ask the Secretary of State for the Home Department what alternative sites to the Agecroft site in Salford were investigated by the Prison Service for the siting of a new prison; and what were the reasons the Agecroft site was preferred against each of such alternatives.[29077] Miss Widdecombe: Responsibility for this matter has been delegated to the Director General of the Prison Service, who has been asked to arrange for a reply to be given. Letter from A. J. Pearson to Mr. David Sumberg, dated 13 May 1996: The Home Secretary has asked me, in the absence of the Director General from the office, to reapply to your recent Question about sites which were considered as alternatives to the Agecroft site in Salford. Information about alternative sites considered and rejected by the Prison Service is provided in the attached table. The Agecroft site, in comparison with the other locations considered: made strategic sense in terms of other Prison Service establishments and courts in Greater Manchester; was suitable in terms of topography and ground conditions; was in the urban area, but was in a wedge of land largely isolated from its surroundings by a river and a canal. It was also at a considerable distance from large housing developments; was not allocated to any alternative use in the local planning control documents or policies; was available for sale (the owners of several other sites indicated that they would not sell) and at a price which the Prison Service could afford. _________________________________________________________________________________________________. Reason Broadway Oldham Oldham -- Allocated within Oldham Development Plan for industry and warehousing. Fragmented site-- maximum single area available 12 acres (too small). Queens Road Cheetham Hill Manchester City Council Manchester City Council Used as a tip--unsuitable for building. Ashton Moss Tameside MBC Mixed inc. Tameside MBC Part within Green Belt. Planning permission for high quality industrial estate, site available late 1997-1998 when motorway completed. Kingswater -- North West Water Subject to tenancies necessitating removal of two golf clubs--timing a problem. Wharfside Trafford MBC Multiple 20 acre site available--2 developers working up proposal for 80 bedroomed hotel and 70,000 sq ft of B1 use for first tranche. Some development has now taken place. Northwest Direct Trafford MBC Gazeley Properties Contains a significant number of activities on site that handle hazardous substances. 30 acre site ASDA superstore being built on site. Plans for petrol filling station, Costco and cinema on remainder. The Village Trafford MBC Trafford MBC Contains a significant number of activities that handle hazardous substances. Site broken into small units; total available 20 acres. Maximum site size 4 acres. Hough End Playing Fields Manchester City Council Manchester City Council Used for recreation. Council unlikely to sell. Restrictive convenant for public open space. _________________________________________________________________________________________________.
