The data on women’s centres is quite mixed. I am a strong advocate of the benefits of women’s centres in the community. On reoffending rates, the figures are somewhat mixed across the county. We continue to look at the situation closely to find out exactly what works about those women’s centres to reduce reoffending.

The National Referral Mechanism pilot has been testing a new model for identifying and referring victims, processing cases and making effective decisions. The pilot has been dealing with both child and adult potential cases of modern slavery and the evaluation will consider decision making and timeliness for both cohorts. The final stage of the evaluation is currently underway and it is anticipated that the findings will be ready for publication summer 2017.

The Welfare Reform and Work Act was scrutinised by both Houses and gained Royal Assent in March 2016. An impact assessment of the policy was published during the passage of the legislation. The policy strikes the right balance between protecting vulnerable people and encouraging families who receive benefits to make the same financial decisions as those who support themselves solely through work.

The table below shows the available information on the number of orders issued during the period in question. (Data are only available from December 2014 as the Magistrates’ Courts case management and management information systems only began separately recording Domestic Violence Protection Orders from that date.)
On 17 February, the Prime Minister announced plans for a major new programme of work leading towards bringing forward a Domestic Violence and Abuse Act. This will look at what more can be done to support victims of domestic violence and abuse, especially in the way the law, and legal procedures, currently work for such victims.

Domestic Violence Protection Notices (DVPNs) were rolled out across all 43 police forces in England Wales from 8 March 2014. Latest figures on DVPNs were published in March 2016, following the Home Office assessment of the pilot scheme. These figures show that 3,337 DVPNs were issued up to December 2014.
Figures on numbers of DVPNs issued by police forces have been added to the Annual Data Requirement and these are planned to be published in the coming year by the Office for National Statistics.

From 1 February 2015 it became mandatory to indicate the nature of the assault when applying for compensation. Previously, victims of domestic violence and others did not have to declare this information. The data provided therefore may not include all victims of domestic violence who received a payment of compensation from the CICA in 2016. This may also include those who suffered family violence.
To ensure the application of the Criminal Injuries Compensation Scheme is as robust as possible there are safeguards built in. If any applicant disagrees with a decision they can apply for a review. If they remain unhappy they can appeal to an independent tribunal. The table above includes cases in which the award was paid after review and appeal.
The minimum award a victim of domestic abuse can receive under the Scheme is £1,000. However, additional or higher injury awards may be made for disabling mental injuries, depending on the length of time that the applicant’s symptoms persist. In some complex cases, where medical treatment is ongoing or the level of recovery is unknown, it may be in the best interests of an applicant not to settle their claim until the long term implications of an injury can be properly assessed.
During 2016 CICA revised its operating model and undertook a major recruitment exercise to help improve the efficiency of the service it provides to applicants. This included increasing its staff compliment by around 15 per cent since 31 March 2016, refining the online application process and developing its online customer portal.

In the period 2010-2016 there were 661 confirmed victims of trafficking with a positive outcome at the conclusive grounds stage who have an outcome linked to a grant of Discretionary Leave. Confirmed victims of trafficking granted leave under other criteria such as asylum, humanitarian protection or under categories of the Immigration Rules are not included in the data above.

The Government do not comment on currency movements and we do not target an exchange rate, but I will tell the House that the pound has spiked in the last few minutes while the Prime Minister has been speaking. The vote to leave the EU has obviously caused some uncertainty in the movements of financial markets. More generally, the fundamentals of our economy over the last couple of years have been strong.

Each asylum case is considered on its individual merits in accordance with our international obligations and protection is granted where it is needed. Information regarding the reasons that an individual has claimed asylum is not centrally recorded, and could only be obtained through a manual search of individual case files. This would only be achievable at a disproportionate cost.

Our records indicate that since 2010, 1,003 confirmed victims of trafficking have been granted refugee status or other form of protection as a result of an application for asylum. It is not possible to say whether refugee status was awarded due to the applicant being a victim of trafficking without a review of individual case record at disproportionate cost.

Regulatory changes that created a new long residency category of customers made earlier in 2016 have resulted in an increase in numbers of customers being referred for checks with the Home Office. This has led to an increase in processing times for such checks. Extra resource has now been provided to increase the volume completed by 25% per day.
It is the responsibility of individual students to provide the necessary evidence in support of their application. My officials are working with the Home Office to explore what additional support or alternative solutions can be provided to increase the speed of immigration status checks.
