Data on the effects of the National Minimum Wage at constituent level is not held. However, in the North West an estimated 30,000 on the 18–20 rate are expected to benefit from the 8.5% increase of the 18-20-year-old National Minimum Wage on 1 April.
The government remains fully committed to the alignment of the National Minimum Wage with the National Living Wage rate. The pace and timing of alignment will be guided by expert advice from the Low Pay Commission based on the latest evidence. The latest remit allows the Commission to balance the ambition to remove age bands, with protecting employment prospects for young people.

At autumn Budget 2024, we set out the first major steps in our approach to regional growth through devolution, investment and reform. The January growth speech regional investment package built on that. We have made clear the Government’s focus on attracting inward investment across the country and to investing in infrastructure needed to support cities and regions to grow. We have made it clear that the importance of investing in major city regions across the UK will play an important part in that endeavour. For example, if we improve the productivity gap in Manchester, Birmingham and Leeds, we estimate we can deliver an extra £33 billion in economic output.

High-quality infrastructure is crucial for delivering economic growth. To quote a previous Prime Minister:

We know how important investment is. The whole House will agree that the UK is the leading light when it comes to offshore wind farms, where we are already securing investment.
Let me point to a few examples of further investment: Nissan is investing £2 billion in new electric car models in the UK, Microsoft and Google have announced data centres worth over £3 billion, and my Secretary of State oversaw the global investment summit, unlocking £30 billion of investment. In fact, since 2010 we have secured more inward investment than any other country in Europe. Over the last few years, we have received the third
highest amount in the world, after the United States and China. I could go on, Mr Speaker, but I might test your patience.

Analysis carried out by the Construction Industry Training Board in 2021 estimated that the pathway to decarbonising buildings by 2050 would require around 12,000 workers a year to be trained in retrofit skills over the following four years, rising to 30,000 a year in the subsequent five years.

The Government has launched the Review of Electricity Market Arrangements (REMA), which aims to create the market arrangements to deliver the investment needed to decarbonise and find the most cost-effective route to a net zero power sector by 2035. It also aims to ensure electricity supplies as variable renewables make up a larger proportion of the generation mix.
The recent consultation closed on the 10th October. The Government is currently analysing responses and aims to publish a response before Spring. This will be followed by a process of developing, refining, and narrowing down options for reform with industry.

The electricity network will be a key enabler of a secure, resilient, net zero energy system. The Electricity Networks Strategic Framework published in August 2022 suggests onshore network investment to meet net zero could support 50,000-130,000 FTE jobs across the country by 2050. This mostly covers jobs in network reinforcement projects which includes electrical engineers.
The Government’s Green Jobs Delivery Group is a key component in responding to the skills challenge and transition to deliver a green industrial revolution. Having met three times already, the group is the central forum for continued action on green jobs and skills.

The apparent behaviour of Chinese officials in Manchester is unacceptable. We have made it clear to China that freedom of protest must be respected. If the police determine that there are grounds to charge any Chinese diplomats, we would expect China to waive immunity. There will be diplomatic consequences should China not agree to co-operate in this way.

In June 2022, the Government agreed heads of terms with Moderna to create a strategic partnership over the next decade. A full contract is being negotiated with Moderna, subject to approval of a full business case.
