The Church has been a successful partner in the free schools programme since it began. Dioceses work hard to help these new schools to open. The Church is also keen to support new alternative provision and special schools through the free schools programme.

The UK Government continue to work closely with the Scottish Government to implement the fiscal framework agreed in February 2016. I pay tribute to my right hon. Friend the Member for Chelsea and Fulham (Greg Hands), who played his part in that agreement. A review of the arrangements is due in 2021.

I have regular discussions with the Irish Government concerning the UK's exit from the EU.
The Government is fully committed to ensuring there will be no hard border between Northern Ireland and Ireland. The Prime Minister has negotiated a new deal which ensures that will be the case.

As a result of the Government’s support, the UK is a world leader in offshore wind and a leader in tackling climate change. The third contracts for difference auction in 2019 delivered 5.5 GW of new offshore wind capacity, and the price was £39 per megawatt-hour, which was two thirds less than just four years ago. Our sector deal also paves the way to increase exports fivefold to £2.6 billion a year by 2030.

The European Union has made very clear its opposition to tariff escalation and its support for the international rules-based trading system. As a vocal champion of that very system, the United Kingdom endorses the EU approach. Low tariffs and free trade are the underpinning guarantor of prosperity and jobs in the UK; tariff wars are in no one’s interest.

I welcome the report by the Alternative Arrangements Commission co-chaired by my Right Honourable Friend and I thank him for his continued engagement.

The UK Government are working closely with the Government of Japan to ensure that next year’s summit secures meaningful and transformational commitments from Governments. We have invested £2.6 billion in this area since the last summit, and we are considering what offer the UK Government will make to next year’s summit.

To ask the right hon. Member for Meriden, representing the Church Commissioners, what steps the Church of England has taken to recruit clergy in London in the last 12 months.
London presents a very positive picture in the life of the Church for the recruitment of clergy. The Church set itself a target to increase the number of vocations in all dioceses by 50% by next year. Most dioceses are well on track, and London expects to reach that target this year.

The interim people plan sets out how the NHS will become a great employer with the culture and leadership needed to retain staff. NHS programmes to retain its highly talented staff are already having an impact. There are now more nurses working in the NHS than at any other time in its 70-year history. In addition, about 1 million NHS workers will benefit from the new Agenda for Change pay and contract deal.

Health Education England is leading a national nursing associate programme with a commitment for 7,500 nursing associate apprentices to enter training in 2019. It is also working with health and care providers to develop a talent
pipeline of future nursing associates, as well as sharing how providers are deploying currently qualified nursing associates.

The Government have made substantial progress in reforming the stamp duty regime. At autumn statement 2014, SDLT was cut for 98% of those people due to pay it.

Latin America is an increasingly important partner to the UK. We have strong and close relationships with all four member states of the Pacific Alliance: Chile, Colombia, Mexico and Peru. Trade with the bloc increased by 4.5% from 2017 to 2018. We are strengthening partnerships using tools like the Prosperity Fund, Conflict Stability and Security Fund and International Climate Finance to implement programmes of mutual interest, for example in good governance, green growth, security and justice reform, infrastructure and rural and urban development in order to create the conditions for sustainable economic growth and increased trade.

We recognise the distressing and disruptive impact vehicle theft can have on victims, and we are determined to ensure we do all we can to prevent these crimes.
In January, I chaired the first meeting of a new Vehicle Theft Taskforce which brings together industry, the police, and others to help ensure the response is as robust as it can be.
