That this House welcomes the Social Economy Alliance, a new voice on the economy, made up of more than 20 respected social and co-operative enterprises, universities, think tanks, social finance and housing associations; recognises that social and economic policy must be mutually reinforcing and that the UK can foster bottom-up economic growth and take advantage of the many innovations the social sector has created; further recognises that social enterprises and co-operatives are outperforming mainstream businesses and that alternative banks have better returns on assets as well as lower volatility and higher growth, and that these organisations are economically successful while having a positive impact on society and the environment; and calls on the Government to ensure much greater alignment between social and economic policy-making to meet the needs of communities around the UK.

No construction contracts awarded under the Priority School Building programme (PSBP) have used clauses in the Public Services (Social Value) Act 2012.
The Public Services (Social Value) Act 2012 does not require or specify the inclusion of clauses within publicly procured contracts. In addition, section 1 of the Act is clear that the Act only applies to (a) services contracts or combined works/goods and services contracts and (b) contracts not .awarded under a framework.

In line with other Government Departments the MOJ Procurement Directorate issued Cabinet Office guidance regarding Public Services (Social Value) Act to MOJ commissioning teams and procurement staff.
The guidance recommends that, before the procurement process begins, commissioners and procurers need to consider what is to be procured, its relevance, and how it may improve social, environmental and economic well-being of areas in England and Wales.

Core DEFRA revised its core procurement instructions in January to reflect the Public Services (Social Value) Act. These instructions apply to all procurements made by DEFRA's central procurement team.
Core DEFRA ensured that procurement colleagues in its executive agencies and non-departmental public bodies were made aware of the Cabinet Office guidance on the Act, and arranged for our legal advisers to make a presentation to them on the Act.

My Department has received central guidance from Cabinet Office in a Procurement Policy Note (PPN10/12) dated 20 December 2012, has updated its internal guidance to ensure that economic, social and environmental considerations are considered and included within business cases prior to commencement of relevant procurements, and is rolling out training and awareness sessions. The central procurement policy note was issued to my Department's arm's length bodies on 4 January 2013.

The Department for Transport has embedded consideration of the Act's provisions in its procedures at the requirement conception stage, rather than focusing solely on the procurement process. This picks up the requirement of the Act to consider social impact at the pre-procurement stage. This is reflected in our models for option assessment, business case templates, management assurance and consultation guidance. The Act is also referenced in the Department's procurement
guidance and assurance process. All of these provisions are applicable to, and were explained in a briefing open to all procurement staff, in the Department, its executive agencies and non-departmental bodies.

The Foreign and Commonwealth Office (FCO) uses an impact analysis tool to identify the potential of each of our high priority spend categories to improve the social, economic or environmental well being of the UK geographical areas where spend is incurred. We have recently launched the Commissioning Academy, a programme designed to support capable and confident senior public-sector staff to commission in a way that is sensitive to the needs of civil society; and
Our Investment Readiness and Contract Readiness Fund supports the growth of successful social ventures which have the potential to deliver services and have a positive social impact at scale, but are not yet in a position to take on repayable finance.
