Mr. Spellar: Key Targets (KT) have been set for the Chief Executive for financial year 2001-02. The targets build on the progress
already made by ABRO since it formed in April 1993 and will help it to prepare for trading fund status. They are as follows:
KTI Service Delivery--Programme Load To complete 95 per cent. of all programmes designated critical within the times agreed with the
customer.
KT2 Service Delivery--Land District Load To complete 95 per cent. of Land Command District Load tasks within the priorities agreed
with the customer.
KT3 Efficiency To reduce the average cost of a selected range of Programme Load products by 5 per cent. exclusive of spares, over
the course of financial year 2001-02 from a 2000-01 baseline.
KT4 Efficiency To reduce the average cost of a selected range of Land Command District Load tasks by 5 per cent., exclusive of
spares, over the course of financial year 2001-02 from a 2000-01 baseline.
KT5 Winning New York To produce a robust marketing strategy for the first year of trading (planned to be 2002-03) and to increase
the value of third party revenue won in 2001-02 by at least 100 per cent. from a 2000-01 baseline.

Mr. Caplin: To ask the Secretary of State for the Home Department what steps he is taking to involve the Prince's Trust in working
with young offenders in custody. [158183]
Mr. Boateng: In addition to existing work with the Prince's Trust in several young offender institutions, I am pleased to announce a
new joint initiative, running for 12 months between the Prison Service and the Prince's Trust.
We plan to run the Trust's Volunteers programme for young adult offenders in six prisons--Chelmsford, Gloucester, Leeds, Liverpool,
New Hall, Norwich and at Her Majesty's Young Offender Institution Reading.
The purpose of the Volunteers programme is to assist in the personal development of young people. The aim of this initiative is to
replicate the scheme's current record, as assessed by the Trust, of moving 70 per cent. of unemployed participants on the programme
into full-time employment, training or education within three months of completing the programme for this challenging group of young
people.

Ms Armstrong: We have today concluded a second group of local public service agreements. The agreements are with the following
authorities: Birmingham metropolitan borough council, Cambridgeshire county council, Derbyshire county council, London Borough of
Lewisham, London Borough of Richmond-upon-Thames, Sheffield city council and Sunderland city council. I am arranging for copies of
these agreements to be placed in the Library.
Negotiations are continuing with the six remaining authorities taking part in the pilot scheme of local public service agreements.
We expect to conclude these agreements soon.

Mr. Rooker: The Stakeholder Pension Schemes (Amendment) Regulations 2001 (SI2001/104) have been laid today. Copies are available in
the usual way and the regulations will also be available on the internet at www.legislation.hmso.gov.uk. The regulations include
changes needed to allow certain types of scheme to register with the Occupational Pensions Regulatory Authority. A further set of
amendments to the Stakeholder Pension Schemes Regulations 2000 will follow shortly.

Kate Hoey: Supporters Direct was announced by my right hon. Friend the Secretary of State last November to assist groups of
supporters wishing to become involved in the responsible running of clubs. It has already exceeded its first-year targets, helping
to establish 12 supporters' trusts to date, plus a further nine trusts which are agreed in principle, and has assisted in the
election of four supporter-directors. Supporters Direct has held discussions with groups representing supporters at a total of 100
football clubs.

Mr. Caplin: To ask the Minister for the Cabinet Office if she will make a statement on "Public Bodies 2000". [144847]
Mr. Stringer: "Public Bodies 2000" is the latest in a series of annual reports on the size, spend and membership of the UK "quango"
sector. I am pleased to report that "Public Bodies 2000" was published on 4 January and that copies are available from the Vote
Office. Copies have also been placed in the Libraries of the House.
This Government are committed to keeping the number of "quangos" (or non-departmental public bodies) to a minimum. I am, therefore,
pleased to report that there are now fewer "quangos" in the UK than at any other time over the past 20 years. The latest figure of
1,035 means that numbers have fallen by around 10 per cent. since 1997. Those "quangos" which remain, such as the Health and Safety
Executive, the Environment Agency and the Parole Board, continue to carry out a range of important and essential public services.
The Government are determined to ensure that all "quangos" are open and accountable. To this end, responsibility for hundreds of
public bodies has now been transferred to the new, democratically elected bodies in Edinburgh, Cardiff, Belfast and London.
Furthermore, our new Freedom of Information Act 2000 will introduce a statutory right of access to a wide range of information held
by all public bodies.
As a Government, we are committed to increasing the representation of under-represented groups. I am, therefore, pleased to note
that "Public Bodies 2000" reports an increase in the proportion of women and members of the ethnic minorities serving on the boards
of public bodies compared with 1997. In total, there are around 30,000 men and women serving on the boards of the public bodies.
They bring a wealth of skills and experience into the running of public bodies and we are grateful for their continued involvement
and enthusiasm.

Mr. Chris Smith: My right hon. Friend the Prime Minister launched the Football Foundation on 25 July. The foundation is a
partnership between Sport England, the Football Association and the FA Premier League, all of which are contributing to its income.
75 per cent. of the foundation's income will be used to fund the development of grass roots football in England, including the
provision of high quality facilities. The foundation is expected to distribute grass roots funding of £18 million in its first year
of operation.

Mr. Caplin: To ask the Secretary of State for Defence if he will make a statement on troop levels in Kosovo. [133604]
Mr. Hoon: The UK currently contributes some 3,300 personnel to KFOR. We have maintained that flexibility and capability are the keys
to successful operations in the Balkans. In this spirit, I have agreed to a NATO request to supply additional troops to cover the
municipal election period in Kosovo, to ensure that the region's first steps towards democratisation are sure ones.
Subject to confirmation of the election date, the 2{nd} Battalion the Light Infantry will deploy to Kosovo in mid-September for a
period of two months. They will be at the disposal of Command KFOR, Lt. General Juan Ortuno. I have no doubt that they will maintain
the excellent tradition of UK forces in the region who, with their outstanding professionalism, dedication and skill, continue to
make an outstanding contribution to the regeneration of Kosovo.

Mr. Caplin: To ask the Secretary of State for the Home Department when he intends to publish the fifth report on the impact of the
National Lottery on the horserace betting levy. [133352]
Mr. Mike O'Brien: An update on the impact of the National Lottery on the horserace betting levy has been published today. I am
arranging for copies to be placed in the Library.
The paper, which has been prepared by the Home Office's Economic and Resource Analysis Unit, examines continuing trends in
off-course betting expenditure and their relationship to the horserace betting levy.
The analysis indicates, that in 1999, off-course betting expenditure was about 14.7 per cent. below the level it would have reached
in the absence of the National Lottery and that, by implication, the horserace betting levy raised £9-10 million less than it may
otherwise have done.
This is broadly consistent with the findings of the first four reports.
As the Government have already announced their intention to abolish the horserace betting levy system, it is not our intention to
commission any future reports in this series.

Mr. Spellar: I refer my hon. Friend to the answer I gave on 8 June 2000, Official Report, column 338W, to the hon. Member for
Chingford and Woodford Green (Mr. Duncan Smith). The investment appraisal concluded that the establishment's residual training
activities could be delivered more cost-effectively elsewhere and the matter was subject to a period of formal consultation with the
MOD trade unions. No representations have been received and consultation on this matter is now complete.
I have, therefore, endorsed the proposal that HMS Cambridge should close and that plans for decommissioning and site vacation should
proceed accordingly.
Consultation will continue on matters affecting staff.

Mr. Caplin: To ask the Secretary of State for Education and Employment what the average primary school class size in East Sussex was
for each year since 1979. [126640]
Ms Estelle Morris: The requested information is shown in the table.
In East Sussex, the number of pupils in key stage 1 classes of 31 or more pupils taught by one teacher was 1,240 compared with 6,439
a year earlier, which represented an 80 per cent. reduction in the number of such pupils. The Government are well on target to
deliver their pledge to limit the size of infant classes to 30 pupils. During the same time period, the average size of classes in
maintained primary schools for the Unitary authorities of East Sussex and Brighton also fell. This was the first year for some time
that average primary class sizes in either the new or old authorities of East Sussex had fallen, after class sizes had shown a
steady increase since 1987.
East Sussex local education authority area has been allocated £4 million of funding so far to support their efforts in reducing
infant class sizes. This funding comprises some £1.1 million of capital funding and £2.8 million of revenue funding.

Mr. Blunkett: The Performance and Innovation Unit report, "Winning the Generation Game", published last month made 75
recommendations about improving people's opportunity to contribute to society in their later working years. This included a
recommendation that the over-60s exemption from JSA be removed as pension ages are equalised between 2010 and 2020. However, the
Government have no plans before then to introduce forms of conditionality for older workers which would move beyond the requirement
to attend for interview and advice on employment prospects and benefit from the generous programme of measures we have introduced to
make work pay for the over-50s. Consideration of how the recommendations will be implemented will be taken in due course and will
seek to build on the clear philosophy and policy already set out by the Government.

Mr. Denham: [holding answer 6 April 2000]: In his Budget speech, my right hon. Friend the Chancellor of the Exchequer announced an
additional £2 billion for the National Health Service in the United Kingdom, including the confirmation of moneys from tobacco.
As part of the immediate allocation of £600 million for the NHS England, the South-East Region of the NHS Executive will receive an
additional £107 million.
The new resources will put local hospital and general practitioner services on to a sound financial footing. They will help to put
in place new high quality intermediate care services to provide a bridge between hospital and home for older people, helping the NHS
better prepare for winter. The extra funding will also help to action recommendations by the National Institute for Clinical
Excellence to tackle the postcode lottery of care. The extra resources will help to further reduce waiting times.

Mr. Caplin: To ask the Secretary of State for the Home Department when he will publish the draft code of practice to be made under

Mr. Straw: I have today placed a copy of a working draft of the code of practice in the Library and it will also be placed on the
Home Office website.
Clause 44 of the Freedom of Information Bill requires the Secretary of State to issue, and from time to time revise, a code of
practice setting out practices which he considers public authorities should follow in the discharge of their duties in relation to
Part I of the Bill. It specifies particular matters which must be included in the code such as the assistance that should be given
to applicants and procedures for dealing with complaints.
The matters to be included in the code are administrative ones that are an important part of good practice. They form an important
part of the overall scheme for dealing with requests for information.

Mr. Charles Clarke: The Home Office consultation paper, `New Measures to Control Prostitutes' Cards in Phone Boxes' invited
respondents to submit information about the existing and potential costs caused by the nuisance of prostitutes' cards.
A number of organisations including some local authorities and telephone operators responded with figures. Their responses referred
to the costs incurred in cleaning the boxes and removing cards and the cost of court action against carders. They also included lost
advertising revenue, although this was not calculated separately. The total figure amounted to around £750,000, but not all those
likely to incur costs at present responded to the question in the consultation paper.

Mr. Charles Clarke: We have received 60 responses to our consultation paper, "New Measures to Control Prostitutes Cards in Phone
Boxes". Those who submitted comments include: the three police staff associations--the Association of Chief Police Officers, the
Police Superintendents' Association and the Police Federation; the regulator Oftel; the telephone box operators--British Telecom,
IPM and New World Payphones; other licensed operators--One2One, Vodafone, British Telecom Cellnet, and Orange; the Local Government
Association and the Association of London Government; local authorities--Westminster City Council, the London Borough of Camden, the
Royal Borough of Kensington and Chelsea, Brighton and Hove Council, North Lincolnshire Council and the Corporation of London; the
London Tourist Board; the London Chamber of Commerce; the Justices' Clerks' Society; advertisers--the Advertising Association,
Outdoor Advertising Association, Phonesites, and the Committee of Advertising Practice; groups representing sex workers and Europap,
the Sexual Freedom Coalition, and the Praed Street Project; the organisation CARE; residents associations representing areas badly
affected by the presence of cards, a number of local businesses and concerned members of the public.
