Mr. Nelson: [holding answer 28 February 1997]: The table lists the definitive anti-dumping duties imposed in the European Union by
year from 1984; 55 such duties were imposed between 1984 and 1989, and 98 between 1990 and 1996. Details of each duty were published
in the Official Journal of the European Communities, for which references are given. This is available in the Library of the House.
The annex does not list anti-dumping cases which were terminated or for which undertakings were obtained.
Information on anti-dumping duties imposed by the US is available on the world wide web, reference
http://www.ita.doc.gov.import--admin.records. Complete details could be reproduced in the form requested only at disproportionate
cost. Information on anti-dumping duties imposed by Australia and Mexico is being collated and will be placed in the Library of the

Mr. Couchman: To ask the Minister of Agriculture, Fisheries and Food what changes are proposed to the cash limits for class III,
vote 2 Ministry of Agriculture, Fisheries and Food for 1996-97. [14204]
Mr. Douglas Hogg: Subject to parliamentary approval of the necessary supplementary estimate, the cash limit for class III, vote
2--Ministry of Agriculture, Fisheries and Food--will be reduced by £3,789,000 from £916,375,000 to £912,586,000.
Provision of £2,160,000 is being transferred from the Ministry of Defence for the storm tide warning service. Reductions are being
made in the cash limit to take account of a transfer to the Office of Science and Technology for staff transfers and redundancies at
Horticultural Research International of £1,800,000, a transfer to MAFF's non-voted cash limit for supplementary credit approvals of
£1,150,000 and the reimbursement of funds to the Exchequer in respect of aid to the tanning industry of £3,000,000. Provision has
been included for additional payments and matching receipts of £20,000,000 in respect of EU beef support measures. Provision for
payments to the rendering industry of £118,000,000 has been reclassified within the vote.
The MAFF/LACAP cash limit for supplementary credit approvals will be increased by £2,011,000 from £14,422,000 to £16,433,000. The
increase comprises two elements; £861,000 relates to the Ministry's entitlement to end-year flexibility, which takes account of
slippage in the construction of a number of coast protection schemes, such as those at Hythe and Eastbourne. The balance is to be
matched by the reduction of £1,150,000 in MAFF's voted cash limit class III, vote 2.
The increase will be charged to the reserve and will not, therefore, add to the planned total of public expenditure.

Mr. Couchman: To ask the Secretary of State for the Home Department what plans he has to extend licensing hours at weekends; and if
he will make a statement. [12849]
Mr. Kirkhope: We have been giving very careful consideration to the result of the public consultation about extending the normal
permitted closing times on Friday and Saturday nights, from 11 pm to midnight.
We received a very large number of responses to the consultation exercise--some 700 responses in all. The views expressed by
respondents varied considerably, and there were significant amounts of support for, and opposition to, the Government's proposals.
The responses to this consultation exercise have also brought into sharper focus some concerns about overlapping aspects of the
licensing system, as between licensing justices and local authorities, and their current effectiveness for an industry in which
internal boundaries between different types of premises are increasingly blurred.
Individual aspects of the licensing system are often presented as being self-contained, and proposals for change are commonly put
forward on the basis that they can be tackled separately. But the licensing regime is a complex one, and invariably there are
implications for other parts of the system.
We have therefore concluded that it would be right to take forward the consideration of extending normal licensing hours in the
broader context of the particular issues which I have set out. I expect this consideration to be concluded during the spring.

Mr. Curry: In answer to my hon. Friend the Member for Beckenham (Mr. Merchant) on 31 October, Official Report, column 187, I
described the Government's plans to expand the rough sleepers initiative in London, extend it to Brighton, and establish a new rough
sleepers revenue fund. Together with the extension of the rough sleepers initiative to Bristol earlier this year, these measures
demonstrate the Government's commitment to ensuring that there is no necessity for people to sleep rough.

Mr. Couchman: To ask the Secretary of State for Defence if he will make a statement on the planned collocation of the Army Technical
Support Agency. [848]
Mr. Soames: I have decided, in the light of the Government's determination to exploit fully the potential offered by the private
finance initiative, that the collocation of the Army Technical Support Agency should be taken forward as a PFI project.
On 4 June, Official Report, column 388, I described the further work to be undertaken following the responses to the earlier
consultation document. This has included a further investment appraisal--including the Andover, Ludgershall and Chilwell
options--and the production of a new business case.
The work has shown that Andover is the preferred location for ATSA because of its proximity to the agency's main customers,
principally the Director General Equipment Support (Army) and his staff who are already based at Andover. I am arranging for copies
of the investment appraisal and business case to be placed in the Library of the House.
Andover will therefore be the public comparator in the PFI exercise and the Andover north site will be available to bidders if
required. Bidders will be able to put forward alternative options, including existing ATSA sites, so long as these satisfy ATSA's
business needs and the PFI requirements for risk transfer and value for money. We shall shortly be seeking expressions of interest
and I would expect to be in a position to decide on the preferred option by the middle of 1998, allowing collocation to be achieved
around the end of 1999.
A formal period of consultation is not required until either a PFI solution is identified or we decide to follow a conventional
public sector delivery route. I should, nevertheless, be very pleased to receive any further representations from hon. Members, ATSA
staff and other interested parties at this stage.

Mr. Couchman: To ask the Minister of Agriculture, Fisheries and Food what arrangements he is making for the disposal of surplus
stocks of animal feed containing mammalian meat and bone meal following the recent ban on feeding mammalian meat and bone meal to
farm livestock.[32479]
Mrs. Browning: The Government have today sent a letter to all livestock farmers, feed merchants and feed compounders in the United
Kingdom offering to fund the collection and disposal of any residual stocks of MBM or feed containing MBM. Thereafter, after
consultation with the appropriate organisations, an order will be laid to make it illegal to have MBM, or feed containing MBM, on
farms or in the premises of feed merchants or at feed mills.
Parliamentary approval to this new service will be sought in a supplementary estimate for class III vote 2-- Ministry of
Agriculture, Fisheries and Food: operational expenditure, agencies and departmental administration. Pending that approval, urgent
expenditure estimated at £6 million will be met by repayable advances from the contingencies fund.
