Mr. Wray: To ask the Secretary of State for Trade and Industry how many companies in the UK provide animals for use in experimentation; whether they receive Government assistance; and what regulations control to whom they supply. [136145] Caroline Flint: I have been asked to reply. The breeding and supply of animals for use in experimental or other scientific procedures in the United Kingdom is regulated under section 7 of the Animals (Scientific Procedures) Act 1986. There are currently five commercial establishments licensed under the 1986 Act primarily concerned with the breeding and supply of animals for use in experimentation. In addition to these, 140 establishments designated under the 1986 Act also breed animals for use in experiments. Breeding and supplying establishments are only licensed if the Secretary of State is satisfied that they provide appropriate standards of care and accommodation as set out in the Code of Practice for the Housing and Care of Animals in Designated Breeding and Supplying Establishments presented to Parliament in 1995 under section 21 of the 1986 Act. A supplement to the code of practice dealing with the housing and care of ferrets and gerbils was published separately in 2001. None of the licensed breeding and supplying establishments, nor any other establishments licensed under the provisions of the 1986 Act, receive financial assistance from the Home Office nor, as far as available records show, from any other Government Department. The 1986 Act does not regulate the sale of animals. However, unless specifically exempted by the Secretary of State, species listed in Schedule 2 of the Act, including mice, rats, cats, dogs and primates, may only be obtained from designated breeding and supplying establishments for use in programmes of work licensed under the 1986 Act.

Mr. Wray: To ask the Secretary of State for Trade and Industry if she will make a statement on the kind of experiments animals are used in; what controls are in place to reduce to reduce the unnecessary waste of animals; and what measures are in place to ensure that companies cannot purchase animals for excessively cruel procedures. [136144] Caroline Flint: I have been asked to reply. The use of animals in scientific procedures is regulated by the Animals (Scientific Procedures) Act 1986, which is widely viewed as the most rigorous piece of legislation of its type in the world. It offers a high level of protection to animals whilst recognising the need to use animals in medical research, the development of new medicines and scientific testing. It also has sufficient flexibility to allow the latest ideas and technology to be taken into account when deciding whether the use of animals is justified. Under Section 5 (3) of the 1986 Act, project licences are only granted for programmes of work that satisfy one or more of the following purposes: the prevention (whether by the testing of any product or otherwise) or the diagnosis or treatment of disease, ill-health or abnormality, or their effects, in man, animals or plants; the assessment, detection, regulation or modification of physiological conditions in man, animals or plants; the protection of the natural environment in the interests of the health or welfare of man or animals; the advancement of knowledge in biological or behavioural sciences; education or training otherwise than in primary or secondary schools; forensic enquiries; the breeding of animals for experimental or other scientific use. In determining whether and on what terms to grant a project licence, Section 5(4) of the 1986 Act requires that the likely adverse effects on the animals concerned must be weighed against the benefit likely to accrue as a result of the programmespecified on the application. For the purposes of this cost/benefit assessment, the cost to the animal is considered as the adverse effects of pain, suffering, distress or lasting harm. The benefits must be for humans, animals or the environment and relate to the scientific and/or medical progress likely to result from the programme outlined in the application. Under section 5 (5) of the 1986 Act, a project licence shall only be granted if the purpose of the programme to be specified in the licence cannot be achieved satisfactorily by any other reasonably practicable method not entailing the use of animals; and that the regulated procedures to be used are those which use the minimum number of animals, involve animals with the lowest degree of neurophysiological sensitivity, cause the least pain, suffering, distress or lasting harm, and are most likely to produce satisfactory results. Under section 10(2A) and Schedule 2A to the 1986 Act, the Secretary of State will not licence any procedures likely to cause severe pain or distress that cannot be alleviated.

Mr. Wray: To ask the Secretary of State for the Home Department what assistance is available to youth offenders to ensure that they are able to learn from mistakes and do not re-offend. [132940] Ms Blears: We have introduced a range of measures across England and Wales many of which place particular emphasis on reparation, education and training. These include Referral Orders, which were introduced nationally in April 2002 and are now the main disposal for young defendants pleading guilty for the first time. Youth offender panels, made up of representatives of the local community, agree an intervention programme with the young offender designed to tackle his/her offending behaviour. Victims are encouraged to participate in this process which can further enhance the impact of the panel on the young offender. The programme must include an element of reparation to the victim. The Intensive Supervision and Surveillance Programme (ISSP) was introduced in July 2001 as an alternative to custodial sentences for persistent young offenders. The programme aims to bring some structure to offenders' often chaotic lifestyles by addressing the risk factors contributing to their offending behaviour, such as educational deficits, weaknesses in thinking skills or drug misuse. Where a custodial sentence is necessary, the Detention and Training Order is now the main sentence for 12-17 year olds. This includes individual training plans designed to address offending behaviour and associated risk factors and to provide young offenders with the necessary skills to avoid getting into trouble again.

Mr. Wray: To ask the Secretary of State for Health (1) how much has been allocated to the Families Fund since 1997; what the average grant to a family with a disabled adult or child was in the last 12 months; and by how much this has risen since 1997; [136146] (2) if he will make a statement on the Families Fund; how it has helped disabled people and their families; and what the grants are most commonly used for. [136147] Margaret Hodge: I have been asked to reply. The Family Fund was set up by the Government in 1973 to give practical help to families with severely disabled and seriously ill children under the age of 16. Since 1998 the charity has received separate funds from the Governments of England, Northern Ireland, Scotland and Wales. Taking these together, the following amounts have been allocated to the Family Fund: _________________________________________________________________________________________________. £ million 1997 21.7 1998 22.0 1999 23.2 2000 24.2 2001 25.4 2002 26.5 2003 27.8 _________________________________________________________________________________________________. The FF uses these funds to provides grants direct to families for items which the statutory sector does not provide. The most popular types of grants are for: holidays or leisure facilities so everyone in the family can have a break; bedding and clothing to cover the expense of wear and tear because of the child's disability; additional hospital visiting costs; play equipment if this is related to the child's special needs; washing machines and other `white goods' that provide practical help to ease the physical burden of carers for disabled children. 90 per cent. of the funds go direct to families. All administrative and other costs are met from the remaining 10 per cent. The average grant made to a family in 1997 was £466.00. The average grant made to a family in 2003 was £560.00. This represents an average increase of 20.17 per cent. since 1997. The Family Fund has been evaluated as "providing a good level of value for money" (Secta report 1999). In 2002-03 The Family Fund supported 44,800 families. Through the use of a network of visiting advisers The Family Fund are able to respond flexibly and imaginatively to the different needs of each family. Over the last 30 years they have helped improve the quality of life for tens of thousands of severely disabled children and their families.
