Members, Clerks and Serjeants at Arms from across the Commonwealth and beyond to mark both Commonwealth Day and International Women's Day on 8 March 2010; celebrates the achievements of women to date and encourages the further empowerment of women in the 21st century; recognises the importance and need for debate, international parliamentary outreach, capacity building and parliamentary strengthening; and praises the CPA UK 59th Westminster Seminar on Parliamentary Practice and Procedures on 8 to 19 March 2010 as a benchmark forum for interaction between right hon. and hon. Members and parliamentary staff, strengthening relations between parliaments and learning from each other.

That this House is concerned that payments made by the Ministry of Defence to families in respect of a relative killed in action are counted as income by the Department for Work and Pensions in calculation of income support and other income-related benefits as well as housing and council tax benefits; notes that this results in families on benefit receiving no compensation and in some cases suffering financial loss; further notes that payments in respect of those who went into captivity in the Far East during the Second World War and in respect of those killed in the bombing and attempted bombing of the London transport system in July 2005 were disregarded for calculation of income-related benefits; and believes that the same disregard should be applied to payments to surviving relatives of personnel killed on active service with HM armed forces.

That this House welcomes the introduction of the revised Southeastern timetable with improved frequency, but notes that as a consequence all peak services from Abbey Wood, Woolwich Arsenal and Charlton to Blackheath and Lewisham have been withdrawn; further notes that passengers who previously used this service are now required to transfer on to local bus services or the Docklands Light Railway to reach their destination; supports calls from London TravelWatch for those passengers previously commuting on this service to be appropriately compensated; and calls for Southeastern to reinstate a peak service between these stations in their timetable to be published in May 2010.

That this House supports the steps taken by the ruling Justice and Development Party (AKP) of Turkey and the Kurdish Movement, to initiate a just democratic solution to the issue of the rights of the Kurdish people; recognises that the Kurdish Movement includes the Kurdistan Workers' Party (PKK) and its imprisoned leader, Abdullah Ocalan; notes the positive steps taken by Ocalan to initiate a peace process including a unilateral PKK ceasefire and sending peace groups of PKK activists and refugees to Turkey to support peace efforts; further notes the appeal to the EU by the Society for Threatened Peoples to support the peace initiative of the PKK and the legal pro-Kurdish Democratic Society Party; regrets that the AKP has prevented the peace groups entering Turkey; believes that the PKK should be recognised as a party to the dialogue in order to achieve a just and peaceful solution; further believes that the continued listing of the PKK as a terrorist organisation is an impediment to the resolution of the conflict; further regrets that the Turkish opposition parties, the Republican People's Party and the Nationalist Movement Party, have opposed the initiative for peace; urges the Government to de-list the PKK to facilitate its recognition as legitimate party to the negotiations; and also urges the Government to put the utmost diplomatic pressure on Turkey to turn away from conflict and to open negotiations with the Kurdish Movement forthwith to bring stability to the region.

That this House welcomes Government assurances that, if necessary, legislation would be introduced to outlaw the overcharging of pre-payment meter customers; notes that some energy companies have voluntarily and for the time being equalised pre-payment charges with quarterly billed customers but that over a million households are still paying more for their energy; refutes the claim by Ofgem that it has been successful in its campaign to stop this overcharging; calls on the Government to step in as champion for some of the most vulnerable people on low incomes and introduce legislation to equalise pre-pay charges with those of quarterly billed customers; and supports the proposals in the Equalisation of Tariffs for Gas and Electricity Bill introduced in the last Parliamentary Session.

That this House welcomes the United Nations' mandated report led by eminent judge Richard Goldstone, which details transgressions by both the Israeli military and Palestinian groups during fighting from December 2008 to January 2009 in Gaza; notes that the report concludes that Israel's actions amounted to war crimes and possibly crimes against humanity due to disproportionate use of force that involved the deliberate targeting of civilian infrastructure and the use of illegal weapons and human shields as part of an intentional policy directed at the people of Gaza as a whole; further notes that the Mission urges the UN Security Council to refer the matter to the Prosecutor of the International Criminal Court should Israel's internal investigations not prove satisfactory; further notes that Hamas was also considered to have committed war crimes and crimes against humanity in the firing of rockets and mortars at civilians, but that whilst Hamas already faces sanctions from the international community Israel enjoys widespread patronage and support from many nations, including the UK; and calls on the British Government to insist that all parties are held fully accountable for their actions in order to deter future war crimes and crimes against humanity from taking place.

That this House commends and supports the Commonwealth Parliamentary Association United Kingdom Branch in hosting its second International Parliamentary Conference on Climate Change on the Countdown to Copenhagen for over 60 parliamentarians from Commonwealth and other legislatures, being held on 6 to 10 July 2009 in the Palace of Westminster; notes the importance of this conference as an opportunity to enhance the capacity of parliamentarians to hold their executives to account in seeking effective and just international and national agreements on climate change; further notes that the achievement of effective, realistic and fair emissions targets will be debated as well as the need for strategies to facilitate the development and transfer of climate change-related technology, climate mitigation and adaptation, water and food security, protection of forests and safe environmental migration; welcomes the application of human rights-based approaches and greater engagement between parliamentarians and those most affected by climate change, especially vulnerable and marginalised communities, in order to achieve more effective policy responses; and acknowledges this Parliament's commitment to encouraging open, challenging and meaningful international parliamentary dialogue and co-operation for greater international policy coherence on climate change.
