We have met our manifesto commitment to deliver a record extra 50 million GP appointments annually. Our primary care recovery plan addresses

increased GP access and expands community pharmacy services nationwide with Pharmacy First. Our NHS dentist reform plan also allocates resources for 2.5 million appointments, targeting rural and coastal communities.

This Government have a fantastic track record of mobilising private investment in research and innovation, alongside delivering the largest ever public spending, which will reach £20 billion a year next financial year. In November, the global investment summit saw commitments to invest almost £30 billion in the UK, including the decision by Flagship Pioneering, one of the world’s leading life science investors, to have its first international base in the UK.

Supporting victims has broadly three elements. First, it means ensuring harmful behaviour is comprehensively criminalised. That is why we have legislated to create new offences of stalking, coercive and controlling behaviour, upskirting, revenge porn, non-fatal strangulation and cyberflashing. Secondly, it means ensuring that the punishment fits the crime, which is why the average sentence has increased by around 50% since 2010. Thirdly, it means supporting victims before, during and after the court process. That is why we are funding over 1,000 independent sexual violence advisers and independent domestic violence advisers by 2024-25, we have set up a 24/7 rape support helpline, and we are quadrupling funding for victims’ services in cash terms since 2010.

• Thanks to the hard work of NHS teams, the government is on track to not only meet our ambition of opening 160 community diagnostic centres more broadly across England by March 2025, but to exceed it.

• This will represent a step change in how diagnostics is deployed in the UK and directly supports our agenda to make access to health services faster for patients.

• 136 centres are currently operational, and over 5 million additional tests have been delivered since July 2021. This includes the centre in my honourable friends’ constituency, Bishop’s Stortford CDC.

• I am pleased to endorse the Hon. Members' welcome of the new CDC. Bishops Stortford CDC has been delivering tests and checks to patients since Sept this year.

In the last three years we have passed comprehensive new laws covering everything from domestic abuse and street harassment to online safety. Last year the Government added violence against women to the strategic policing requirement, placing it on equivalent footing to terrorism, and the Home Office’s award-winning Enough campaign is now entering its final phase with a firm focus on tackling perpetrator behaviour being rolled out across colleges and universities.

Leaving the European Union gives us a fantastic opportunity, over the long term, to chart a new course to bring further prosperity to the UK. The Government are committed to growing the UK’s economy by making the most of our Brexit freedoms, signing new trade deals, and, over time, lightening the regulatory burden.

As of the 18 May 2022, we had received 1,374 claims to Pension Credit from people who have arrived in Great Britain from Ukraine under the relocation schemes. Of these, 1,012 have been awarded Pension Credit and the other 362 claims are being processed.

I am sure that the whole House will join me in sending our well wishes to the Minister for Higher and Further Education, my right hon. Friend the Member for Chippenham (Michelle Donelan), as she is fighting covid and, I am sure, will defeat it.

To help all pupils to achieve their potential, I have increased core schools funding by £4 billion, which is a 7% increase in cash terms per pupil this year, in 2022-23; and I have directed—flexed—£2.6 billion of that funding towards low prior attainment children through the national funding formula.

The levelling-up White Paper sets out a clear plan to level up every corner of the United Kingdom, including a mission to increase productivity and improve living standards in every part of the UK by 2030. We will do this through the record funding allocated in the 2021 spending review, including £1.6 billion for the next generation of the British Business Bank’s regional investment funds. That sits alongside significant investment in communities through the £4.8 billion levelling-up fund, and giving local areas a greater say in investment, working in partnership with the Government through the £2.6 billion UK shared prosperity fund.

The response to last year’s consultation on the planning White Paper generated significant interest. I am considering all those responses and will make an announcement on next steps in due course.

The Government have always cherished our close relationship with the United States. It was a combined effort of the UK, Irish and US Governments that brought the troubles to an end, and it will take a renewed and ongoing partnership to safeguard Northern Ireland’s stability and prosperity in the future. That is why I announced earlier this month the appointment of Trevor Ringland MBE as the first special envoy to the United States on Northern Ireland. The special envoy will support our Government’s important mission to promote Northern Ireland as an excellent place to live, work and do business.
