The FCO facilities management contract covers pest control activities. However, the continued presence of mice in the FCO main building has given my officials “paws” for thought. After careful consideration, we appointed Palmerston the cat last month as chief mouser to the FCO to complement the work of our contractor. I am pleased to report to the House that he has settled in “purr-fectly” and is performing his duties more than satisfactorily.

The Security Service's historic files on Horst KOPKOW were made available to the public at The National Archives in March 2004 (reference numbers KV2/1500 and KV2/1501). KOPKOW also appears in a report on a file at The National Archives relating to the Gestapo that was made available in February 2005 (reference number KV3/109). None of the files held in The National Archives on Horst KOPKOW are closed. Any redactions made to these files have been made for reasons of national security. The Government is committed to releasing historical files to the National Archives where it is appropriate to do so.

We will be spending 2% of GDP on defence this financial year. Spending beyond that will be determined in the spending review. The Government were elected with a mandate to maintain the size of our regular armed forces, increase the equipment budget in real terms every year and replace our four nuclear ballistic submarines. Those commitments will secure the shape and power of our armed forces throughout this Parliament.

Lessons from the Preventing Sexual Violence Initiative (PSVI) campaign are being incorporated into a range of teaching materials on campaigning, communications strategies, and policy development for the Diplomatic Academy. Additionally, the Diplomatic Academy materials on conflict and multilateral engagement will include sections on preventing sexual and gender based violence as well as related issues such as combatting violence against women and girls.

There are seven full time members of staff working in the London based Preventing Sexual Violence Initiative (PSVI) team. The team is supported by colleagues from geographic and thematic desks whose portfolios cover PSVI issues. In addition the team works closely with other government departments including Stabilisation Unit and DFID. It is not possible to provide accurate figures of all UK and locally engaged staff around the FCO network who work on PSVI but over the last twelve months the London PSVI team has worked with staff in over eighty posts to take forward PSVI objectives.
That this House welcomes the Heritage Lottery Fund's (HLF) contribution to the commemorations of the First World War Centenary and recognises that that Fund has already invested over £60 million in projects, large and small, helping communities across the UK to mark the Centenary of the First World War; notes that the HLF will continue to make at least £1 million available per year until 2019 and will provide grants between £3,000 and £10,000 enabling communities and groups around the UK to explore, conserve and share their First World War heritage; and further welcomes this opportunity for people to deepen their understanding of the impact of the conflict and to mark the Centenary over the next four years.

The Church of England is represented on the Government’s First World War Commemorations Advisory Group by the Dean of Salisbury. The Dean and the Church of England have been in contact with the Assistant Chaplain-General and Archdeacon for the army to discuss commemorations. It is our understanding that specific commemorations relating to the role of military chaplains will be managed by regiments and corps rather than centrally by the Church of England. Military Chaplains will of course be remembered and commemorated alongside all those who gave their lives and service during the great war.
The Church of England and Westminster Abbey are planning alongside the Government and other partners a number of commemorations the first of which will be a number of candlelit vigils across the country with the participation of the other faith communities, ending at 11.00 pm on 4 August 2014–100 years after war was declared and reflecting Sir Edward Grey’s famous remark that “the lamps are going out all over Europe”.
The Liturgical Commission of the Church of England has assembled resources to assist parish churches both in sharing in the planned vigil and also for use throughout the several years of commemoration. The Church Buildings Council of the Church of England is working with the Imperial War Museum on a number of initiatives to help congregations and the wider community engage with war memorial heritage in churches.
