My Lords, we are ready, with other donors, to support the new Government when we see demonstrable commitment to reform. Tendai Biti’s appointment as Minister of Finance is a positive development, and an IMF mission this month provides an opportunity for constructive dialogue. However, major concerns remain about commitment to democracy, respect for human rights and the rule of law. Of course, our thoughts are with Morgan Tsvangirai after the tragic loss of his wife.

My Lords, we are cautious about the workability of the recent power-sharing agreement, but this is the solution that has been agreed by the Zimbabwean parties. Our hope is that the parties can make it work. Our formal engagement, including the provision of donor support, will depend on the new Government’s ability to demonstrate, through their actions, a sustained commitment to reform.

My Lords, we are working with our international partners to encourage a resolution of the crisis. Mugabe’s regime continues to stand in the way of political progress. Its failed policies have devastated Zimbabwe’s economy and infrastructure. As a result, nearly 6 million people are in need of food aid and cholera has killed some thousands. Our immediate priority is to provide humanitarian assistance to alleviate the suffering of the Zimbabwean people—the innocent victims of these failed policies.

My Lords, our immediate priority is to alleviate the suffering of the Zimbabwean people. The UK has provided £47 million in aid this year, but humanitarian relief cannot provide a sustainable solution to Zimbabwe's problems. Only a stable and democratic political settlement can do that. We continue to press for this outcome, including through the EU and the UN, and we are working with the states in the region to that end.

We are in regular contact with states in the region both directly and via our high commissions and embassies. The political deadlock in Zimbabwe is a tragedy for the people who voted for change in March. We hope that the forthcoming SADC summit will help Zimbabwean political leaders reach the solution that is fair and reflects the outcome of the 29 March elections.

My Lords, along with other EU states, we have condemned Robert Mugabe's unilateral allocation of ministerial portfolios. The allocation of portfolios needs to be agreed by all parties and reflect the will of the Zimbabwean people as expressed in the 29 March elections, which gave Morgan Tsvangirai and the MDC a clear majority.

My Lords, the Foreign Secretary’s Statement to the House of Commons on Monday made our position clear: Zimbabwe’s people want the agreement between the MDC and ZANU-PF that was signed on paper to work in practice. That needs a Cabinet to be appointed without further delay which reforms Zimbabwe’s economic management and the behaviour of its security forces. We continue to provide humanitarian relief to the Zimbabwean people. We remain ready to support recovery when a new Government show commitment to reform.

My Lords, the UK strongly supports the draft UN Security Council resolution tabled by the United States which introduces targeted measures against the Zimbabwean regime. That is currently under discussion and will be a further powerful expression of the international community’s concern about the crisis in Zimbabwe, already expressed in the UN Security Council presidential statement of 23 June.

My Lords, it is clear to the world that the so-called election last Friday was a complete sham and that, as African observers have already said, it did not reflect the will of the people. It is not surprising that Morgan Tsvangirai and the MDC felt that they had to withdraw, given the horrendous levels of violence and intimidation. We will continue to press for a resolution that reflects the political choice of the people as they voted on 29 March.

My Lords, we have already raised the need for an urgent deployment of international observers to Zimbabwe at the UN and with the UN Secretary-General. We note that some observers are beginning to deploy, but we continue to emphasise in our contacts with African and other international leaders that many more are needed and quickly.

My Lords, the Zimbabwe crisis must be resolved quickly and in accordance with the will of the Zimbabwean people. We are engaging with leaders in the region and the international community to promote a resolution, including the deployment of sufficient international observers if a second round takes place. We are pressing for a UN mission to investigate state-sponsored violence and intimidation. We are also supporting the call for a temporary arms moratorium until democracy is restored.

My Lords, the conditions for elections in Zimbabwe are poor: the electoral register is not accurate; the electoral commission is not independent; and the opposition parties are not permitted to campaign and hold rallies freely nor are they being given fair access to media. It is important for the credibility of those that do send observers that they ensure that Zimbabwe’s election meets the SADC principles and guidelines.

My Lords, I refer the noble Lord, Lord Blaker, to the Statement made by my right honourable friend the Prime Minister in another place on 12 December 2007, in which he outlined the UK’s long-term comprehensive framework for security, political, social and economic development in support of the Government and the people of Afghanistan. The framework entails greater ownership by Afghan people of institutions and responsibility for their own security; localisation and reconciliation building for the creation of a democratic constitution; and reconstruction and development to ensure that more Afghan people have an economic stake in their future.

As of the end of December 2007, there were 1,723 home civil servants (HCS) serving in the Department for International Development (DfID), and a further 857 locally engaged staff (known as staff appointed in country or SAIC) working in our network of over 50 offices overseas. SAIC are employed on local terms and conditions of service.

The Foreign and Commonwealth Office (FCO) resource accounts for 2006-07 give the total number of full-time equivalent staff employed by the FCO in the UK and overseas as 17,107. This total includes locally-recruited staff employed by our posts overseas.

My Lords, we continue to support the efforts of President Mbeki and SADC to facilitate a dialogue between ZANU-PF and the Movement for Democratic Change, the MDC. Although many deadlines have been missed, we are nevertheless told that negotiations are entering their final stages. It is uncertain when and what the outcome will be. The key to any agreement will be that it is implementable in practice on the ground, because without effective implementation there cannot be free and fair elections that meet SADC’s own electoral standards.

My Lords, as Zimbabwe is no longer a member of the Commonwealth, those matters will not be on the formal agenda of the upcoming Commonwealth Heads of Government meeting in Uganda. The issue is, however, likely to be discussed at the margins of the meeting. My noble friend Lord Malloch-Brown, who is today at the Commonwealth meeting discussing Pakistan and his ministerial colleagues, will certainly raise the issue in bilateral discussions with regional leaders.
