On the 17 July 2012 the Government published the Technical Consultation on Business Rates Retention detailing proposals for local authority funding from 2013-14. Responses are welcomed from all fire and rescue authorities by the closing date of 24 September 2012. All representations will be considered before final decisions are made. Provisional fire and rescue authority funding baselines will be announced at the usual time—in late November or early December this year.

We do not collate these figures for the United Kingdom, therefore data for England only has been provided. The Association of Public Health Observatories (APHO) estimated that in 2010 there were 3,099,853 people with diabetes. The National Diabetes Audit 2010-11 identified that there were 2,150,634 people with diabetes diagnosed and registered.
The department's programme budgeting data provide an estimate for expenditure on diabetes of £1.55 billion in 2010-11. This figure does not capture all the expenditure on diabetes.
The department does not have an estimate of the cost arising from complications that could be avoided by timely treatment.

The department does not collect information on either the time patients spend waiting in National Health Service hospitals for outpatient appointments or the administration of outpatient departments. It is up to individual hospitals to manage their outpatient departments efficiently, in order to provide high-quality patient-focused services. Patients rightly expect a high standard of care and treatment from the NHS and hospitals need to use information from patient experience surveys to inform improvements in their services.

Approximately 200 Royal Air Force personnel will be providing support and assistance at the unveiling ceremony for the Bomber Command Memorial on 28 June 2012. These personnel will carry out a number of different roles including ceremonial and ushering duties. A fly-past is also scheduled for the event.
A continuous dialogue has been held between officials from the Air Staff and the Bomber Command Association since the inception of the memorial. The level of support being provided has been under constant review and the Bomber Command Association has expressed nothing but gratitude for that support.

We are very clear that there should be prompt access to appropriate specialist equipment to ensure children and young people’s needs are met, and to support them in living as independently as possible. There are a number of initiatives to support this aim.
The Government’s Green Paper, Support and Aspiration—A New Approach to Special Educational Needs and Disability, was published in March 2011 and the Next Steps document published in May 2012. These include a new single assessment process with a single education, health and care plan, and the option of a personal budget for children and families that will give families more control over the services they receive, including the ability to purchase specialist equipment.
In January, the Secretary of State launched a Children and Young People’s Health Outcomes Forum to identify the outcomes that matter most for children and young people and set out how the new health system will deliver these outcomes. The forum has a group looking specifically at the needs of children with disabilities and those requiring palliative care, and it will be presenting its report to the Secretary of State in July.

the launch of a “Child in a Chair in a day” programme to transform the delivery of wheelchair services throughout the National Health Service. This, together with the introduction of “Any Qualified Provider” in wheelchair services will increase choice and control for patients. Both these initiatives should improve the quality of wheelchair services offered.

Unfortunately, we do not record this information. If a student is eligible for DSA travel allowance, our guidance states that we must take off the cost of public transport so we do not advantage a disabled student.

No. In 1998 the Ministry of Defence sponsored a Vaccines Interactions Research Programme into the possible health effects of the combination of vaccines and tablets given to service personnel to protect them against the threat of biological and chemical warfare during the 1990-1991 Gulf conflict. The overwhelming evidence from the programme is that the combination of vaccines and tablets that was offered to UK forces at the time of the 1990-91 Gulf conflict would not have had adverse health effects.
We do not believe that there is any need to review the Official Secrets Act—our policy with all Gulf War illness-related questions is one of openness, and much information has been released to veterans of the war and other interested parties.

The National Diabetes Inpatient Audit (NaDIA), which is an annual snapshot of acute care published each year by the Health and Social Care Information Centre, collects data on characteristics of hospital sites including staffing structures, patient clinical data and patient experience information using paper based questionnaires. We are unable to say which trusts do not have dedicated inpatient footcare teams as not all sites for each trust may have participated in the audit.

This issue has been researched comprehensively in the United Kingdom, the European Union and in other countries around the world. The research indicates that consumers are able to make use of all the forms of front of pack labelling currently on the UK market to choose foods that are healthier but that they can find variation in formats confusing. The UK Governments have launched a consultation with the food industry and other partners to explore ways of achieving greater consistency and clarity in UK practice.

The Thalidomide grant is a three-year pilot, running from April 2010 until March 2013, to explore how the health needs of Thalidomide survivors can best be met in the longer term and how such a scheme might be applied to other small groups of geographically dispersed patients with specialised needs.
Officials met with members of the National Advisory Council (NAC) to the Thalidomide Trust in June 2010, to discuss their evaluation of the first year. The Government expect to receive the evaluation of the second year of the pilot study shortly, and will look to meet with the NAC to discuss that report. We will consider the future of the grant further into the pilot.

The paper referred to in the Question was published by MoD in 1997 and was therefore available to the independent panel of experts and veterans’ representatives overseeing the work of the vaccines interactions research programme.
