My Lords, the Ministry of Defence has decided to pause future Israeli participation in UK training courses, given our concerns regarding the Israel Defense Forces’ conduct in Gaza, particularly the decision to further escalate their offensive in Gaza City.

Furthermore, under the Prevent duty, the Office for Students monitors and evaluates whether universities and other higher education providers have due regard to the need to prevent people being drawn into terrorism.

The government is also investing £7 million to tackle antisemitism in education, including support for Jewish student welfare and remains committed to ensuring that all students can study in safety and dignity.

On the 4^th March, the Security Minister announced to Parliament a concerted package of measures to counter the threat from the Iranian Intelligence Services. This includes our decision to specify Iran on the Enhanced Tier of the Foreign Influence Registration Scheme (FIRS), which will require individuals and organisations directed by Iran to conduct activity in the UK to register with the Home Office. Failure to do so will be a criminal offence.

In concert with partners, the UK Government will continue to use all appropriate tools at our disposal to protect the UK and its people against any threats from the Iranian state, including malign influence.

During this year's Al Quds day march and counter-protest, the Metropolitan Police Service put public order conditions in place. While there were 10 arrests at last year's Al Quds day protest, in 2025 one arrest was reported on the day. The Government supports the police in using their powers to respond to unlawful behaviour, but the use of these powers is a matter for police who are operationally independent.

The Department for Business and Trade has spoken with industry stakeholders, who have confirmed the sector's commitment to compliance with all trade and economic sanctions, including those on Russia. There are currently no sanctions on UK luxury car exports for use in Azerbaijan. HMRC investigates credible allegations of trade sanctions offences and has a range of options for tackling breaches, including referral for criminal prosecution.

We continue to work to prevent Russia's efforts to circumvent sanctions and recently announced the creation of the Office of Trade Sanctions Implementation to improve the implementation and enforcement of trade sanctions, complementing HMRC's existing powers.

We are making significant progress to deliver nuclear-powered submarines for the UK and Australia and are deepening co-operation on cutting-edge military technologies. We are breaking down barriers to defence trade and delivering benefits at home, securing £4 billion of contracts for British companies and generating thousands of jobs including in Derby and, I am pleased to say, Barrow-in-Furness.

My Lords, we welcome the end of the detainees’ horrific ordeal at the hands of the Iranian regime, including the UK-US-Iranian tri-national Mr Tahbaz and his family. The UK was not a party to the negotiations between the US and Iran, but we were in close touch with US authorities throughout. Iran’s use of detention for political gain must cease. We will continue to work with the US and other international partners to end Iran’s abhorrent detention practices.

My Lords, the UK is stepping up to meet the opportunities of the AUKUS nuclear submarine agreement, a multidecade undertaking that will create thousands of jobs. We are investing an extra £3 billion over the next two years in our defence nuclear enterprise, including support for AUKUS. Rolls-Royce plans to almost double the size of its Derby site, creating 1,170 skilled roles and demonstrating our commitment to the expertise embodied in British industry.

My Lords, the Government take the threat of the IRGC very seriously, and continue to condemn its actions. The Government will always consider the full range of powers available, including our robust counterterrorism powers, such as the proscription tool, where appropriate, to address the threat posed by Iran and the IRGC.

My Lords, as a responsible Government, we have been planning and continue to prepare for a wide range of scenarios. Tried and tested contingency measures are in place to minimise the impact of potential strike action on the public. Our priority over the coming weeks is to limit the disruption to the public as much as possible and protect critical services over Christmas and the new year.

My Lords, we continue to work closely with our international partners, including through the UN and in the region, to tackle the environmental threat posed by the FSO “Safer” to the Red Sea region. We have provided technical support and expertise to the UN, and we play a facilitating role between the UN, the private sector and regional actors to drive progress on mitigating the threat. We are also working with partners on contingency planning in the event of a spill.

My Lords, we unequivocally support Ukraine’s sovereignty and territorial integrity and that is why the United Kingdom has provided considerable military support to the Government of Ukraine through Operation Orbital and the assistance announced by the Defence Secretary on 17 January, as well as a range of economic assistance measures and diplomatic engagement.
