The Attorney-General: During 1996, 70 sentences were referred to the Court of Appeal on grounds of undue leniency; 62 have been
heard, and an increased sentence resulted in 46, or 74 per cent. of them.

Mr. Gwilym Jones: Since 1992-93, an additional £455 million has been provided for the national health service in Wales, including

Mrs. Browning: At the recent international food and drink exhibition held at Earls court, the Department co-sponsored the British
speciality food section with Food From Britain to help raise the profile of this important sector of the food and drink industry.
This initiative received universal praise from exhibitors and buyers, and the exhibition received a record number of trade visits.

Mr. Mark Robinson: To ask the Secretary of State for National Heritage what guidance has been issued to valuation officers when
assessing the rateable values of premises occupied by voluntary sports clubs and recreational charities; and if she will make a
statement. [18276]
Mr. Sproat: Following consultations with the National Playing Field Society and the Central Council for Physical Recreation, the
Valuation Office agency has issued additional guidance to valuation officers about the rating of premises occupied by voluntary
sports clubs and recreational charities. This further guidance has been agreed with the representative bodies I have mentioned, and
gives advice on a number of rating valuation aspects including ability to pay and lottery funding. In addition, it should assist
with the speedier settlement of any appeals by occupiers of the type of property in question.
My hon. Friend the Member for Erewash (Mrs. Knight) is the Treasury Minister responsible for the Valuation Office agenda and she,
like me, welcomes this useful step which, in some circumstances, should be of benefit to voluntary sports clubs and recreational
charities.

Mr. Mark Robinson: To ask the Secretary of State for the Environment what plans he has to consolidate the local authority capital
finance regulations and to provide guidance on the capital finance system. [17514]
Mr. Curry: The capital finance regulations, first made in 1990, have become increasingly unwieldy because of successive amendments.
I want councils to have the clearest possible guidance and not be tied up with unnecessary red tape, so I am publishing today an
updated and simplified version of the regulations consolidating all the changes made in the last six years.
The document being published is an entirely new text with all the changes set out clearly and simply. It will make it easier for
local authorities to make the best use of all the opportunities that we have created for investment, through public-private
partnership, in new schools, roads and other amenities for their residents.
The new regulations also bring into effect changes to the rules on capital receipts to help promote regeneration schemes in areas of
need. Following extensive consultation the scheme has been extended to a further 21 wards, bringing the total number of authorities
that can benefit to 236.
The regulations also extend for a further year the concessionary set-aside rate applying to the disposal of bus and airport
companies and bring into effect a concession to help local authorities lease, for up to 10 years, private-sector dwellings for the
homeless. The regulations incorporate important changes to the private finance initiative regulations made last October,
strengthening authorities' powers to enter into partnership deals with the private sector. They make some technical changes
concerning specified capital grants, the use of credit approvals by debt-free authorities, grants given by and repayable to English
Partnerships, and capital finance arrangements for national parks authorities.
I am also publishing "A Guide to the Local Government Capital Finance System." This is an informal, user-friendly explanation of the
key features of the system which authorities will be able to turn to for day to day guidance.

Brussels on 17 February; and if he will make a statement. [16858]
Mr. Douglas Hogg: My noble Friend the Under-Secretary of State, Scottish Office, represented the United Kingdom at the Agriculture
Council in Brussels on 17 February.
The main business of the Council was to consider the Commission's proposed regulations establishing a system of identification and
registration of cattle, together with a linked proposal on the labelling of beef and beef products. The importance to the United
Kingdom of early progress on the setting up of an EU-wide animal identification and registration system was emphasised in the
Council discussions, subject to the proposal being technically sound and workable. However, my noble Friend expressed reservations
about the practicability of the proposed funding arrangements. The presidency informed the Council that further work would continue
urgently on these proposals with a view to the Council being in a position to reach agreement if possible at its March meeting.
Prompted by discussion papers tabled by the Italian and United Kingdom Governments, the Council held a wide-ranging debate on the
future of the Common Market organisation in milk and milk products, in particular the future of the EU milk quota regime. The United
Kingdom pressed for early progress on reforming the milk regime in view of World Trade Organisation and budgetary constraints, as
well as the prospect of future EU enlargement. In the light of the Council discussion, the European Commission undertook to bring
forward shortly a detailed analysis of the milk sector and ideas for possible changes to the milk quota regime.
The Council held a brief discussion on the situation in the beef and veal sector, in particular on the early marketing and calf
processing schemes. My noble Friend took the opportunity to press for a reduction in the rates of payment under the calf processing
scheme which, at their present levels, risked creating distortions in the market.
The Agriculture Commissioner presented reports to the Council on options for reform of the EU market regimes for tobacco and olive
oil. Legislative proposals will be made to the Council in the near future on changes to the tobacco regime. The Council will
consider in detail the options for reforming the olive oil regime at its forthcoming meetings.

Mr. Watts: A special grant report has been laid before the House for the payment of metropolitan railways passenger services grant
in 1997-98 to English passenger transport authorities. The main purpose of the MRPSG is to provide support, in 1997-98, to those
PTAs for the local rail services secured by those PTAs' passenger transport executives under the terms of franchise agreements with
franchise operators and the Director of Passenger Rail Franchising.

Mr. Mark Robinson: To ask the President of the Board of Trade if he will make a statement on the outcome of the EC
Telecommunications Council on 18 December 1996. [11408]
Mr. Page: I represented the UK at the Telecommunications Council held in Brussels on 18 December arranged at short notice to discuss
the postal services directive.
The Council reached political agreement on the further liberalisation of postal services. The UK supported the final compromise on
the directive's further liberalisation proposals after successfully invoking the Ioannina agreement to secure improvements.
Netherlands, Sweden and Finland voted against the agreement.
Under the agreement direct mail and cross-border mail will stay in the reserved area for the time being. The Commission will come
forward with a proposal for further liberalisation by end 1998. The Council and European Parliament will decide by 1.1.2000 on
further liberalisation measures, in particular with a view to liberalisation of cross-border and direct mail as well as a further
review of the price and weight limits, with effect from 1.1.2003. The directive will end in 2004 if no decisions have been made.

Mr. Mark Robinson: To ask the Secretary of State for National Heritage if she will make a statement on the implementation of
Government sports policies set down in the document, "Raising the Game". [3999]
Mr. Sproat: In July 1995 the Government set out in "Sport: Raising the Game", its strategy for revitalising British sport at all
levels from primary schools to the Olympic podium. Our aim is to put sport at the heart of weekly life in every school, to ensure
that sporting opportunities continue after school, to improve the way we identify and support talented athletes, and to create a
British academy of sport as the pinnacle of regional network of centres of sporting excellence and academies for particular sports.
Last July, in "Sport: Raising the Game", the first year report, we provided a detailed update which showed that significant progress
had been made on the 38 action points set out in the original sports policy statement. This included the publication of the
prospectus inviting bids to establish the British academy of sport.
Since July, further progress has been made. The Sports Council's £1 million challenge fund, to encourage schools-sports club links,
has been launched; secondary schools have been invited to apply for the sportsmark and sportsmark gold awards, which recognise those
schools that have particularly good policies for sport; teachers have been invited to attend free courses to help them gain national
governing body of sport awards; and, on 14 November, the Sports Council launched its world class performance programme to provide
support to our most talented athletes competing up to olympic and world championship level.

Apache attack helicopters. [2480]
Mr. Arbuthnot: The order for Apache attack helicopters will lead to significant benefits for British industry. Work worth some £2
billion will be undertaken in the United Kingdom and it is estimated that over 180 firms will receive contracts. The scope of the
project and its high technology nature will provide excellent opportunities for British companies to benefit through the
demonstration of their capabilities and cost effectiveness.

Mr. Mark Robinson: To ask the President of the Board of Trade what support his Department is giving to businesses located in the
south-west. [551]
Mr. Greg Knight: My Department provides a wide range of services for businesses in the south-west, including business links and two
regional supply offices. In addition, since April 1995 £12.7 million of regional selective assistance has been offered to companies
in the region generating over £84 million worth of investment and 2,655 jobs.
The Government have also promoted a new south-west competitiveness network aimed at improving a considerable number of factors
influencing the international competitiveness of business in the region. The new local competitiveness budget will also increase the
extent to which key business support services, funded by the Government, are designed and delivered within the region.

Mr. Mark Robinson: To ask the Secretary of State for Education and Employment if she will make a statement on her Department's plans
to encourage self-employment in rural areas.[38774]
Mr. Paice: Since the issue of the White Paper "Rural England--A Nation Committed to a Living Countryside" in October 1995, we have
worked closely with the Rural Development Commission, RDC, and the Consortium of Rural Training and Enterprise Councils, CORT, to
evaluate possible new arrangements to encourage business start-ups in rural areas.
The Government continue to provide a wide range of services for people, including those living in rural areas, who are either
already in self-employment or are considering starting up in business. The services are used extensively by people who live in rural
areas, but there is scope to improve access for people who live in remote areas. Consequently, we intend to strengthen the delivery
of these services in rural development areas through: (a) local projects contributing to a national focus for good practice and
innovation in promoting self-employment in remote rural areas; (b) a new brochure for self-employed people living in remote rural
areas, outlining what help is available through training and enterprise councils, TECs, colleges, business links and other agencies;
(c) a conference for TECs and their partners on effective strategies for promoting self-employment in remote rural areas, and (d)
increased attention to the needs of remote rural areas when agreeing plans for support services for self-employed people.
