I have had frequent and largely constructive discussions with the Scottish Cabinet Secretary for Finance, Employment and Sustainable Growth, including on the matter of devolution of taxes, as have my ministerial colleagues. The universal service obligation is not an optional extra—it is a fundamental duty enshrined in law and only Parliament could change that. In addition, it is the responsibility of the postal regulator, Ofcom, to ensure services are available throughout the UK at an affordable and uniform price, six days a week.

Oil companies around the world are reacting to the rapid fall in oil prices and prioritising activity. We are working to ensure that we deliver maximum economic extraction from the North sea. I will be travelling to Aberdeen later today to discuss that with the industry.

That question does not sit within the responsibilities of the Ministry of Justice; it is a question for the Home Office. However, I can inform the hon. Gentleman that between 2010 and 2013—the latest year for which figures are available in relation to human trafficking offences on an all-offences basis—the number of convictions increased by nearly 66%. The Government are committed to stamping out this abhorrent crime, building on the United Kingdom’s strong track record of supporting victims and fighting the perpetrators.

This weekend marks 67 years since the UN General Assembly adopted resolution 181, which recommended a two-state solution, and it has been 21 years since the Oslo peace accords, so it is no wonder that Parliaments and citizens around the world are calling for debates and for leadership in implementing plans that were devised and agreed decades ago. However, British recognition of Palestine must be not just symbolic but strategic and used in the wider context of securing that solution.

I wish to echo the words of the hon. Member for Glasgow East (Margaret Curran), the shadow Secretary of State, about the sad passing of Angus Macleod. He was a true highland gentleman and a thorough professional, and our political and public life in Scotland will be much the poorer without him.
The referendum result ensures that Scotland remains part of our United Kingdom. I welcome the fact that all parties have chosen to participate in cross-party talks chaired by Lord Smith to deliver further devolution. On Monday, the Government published a Command Paper. Following receipt of Lord Smith’s report, we will publish draft clauses before Burns night.

That this House notes that the next EU Commissioner to be nominated by the UK will have an important role, not only in the particular policy area where they will have the lead, but also more generally in promoting the UK's national interest and vision for reform in Europe; further notes that Parliament currently has not had the opportunity to scrutinise the Government's candidate before their nomination is confirmed; and calls on the Government to ensure that such pre-appointment scrutiny takes place before the nomination of the next EU Commissioner by the UK.

These are very serious allegations. Of course, major sporting events need to be awarded in an open, fair and transparent manner, but, as the Prime Minister has already said, we need to wait to see the results of Michael Garcia’s inquiry before discussing next steps.
