Rural economies are as diverse and, on average, as strong as their urban counterparts. All parts of Government are committed to supporting rural economies through mainstream departmental programmes. Those include £3.9 billion-worth of support to businesses and communities, from 2007-13, from the rural development programme for England, as well as maintaining rural post offices through a £150 million annual network grant and providing £2.6 million in European recovery programme support for rural community broadband.

The voluntary part of the General Childcare Register was introduced in April 2007, under the provisions of the Childcare Act 2006. The Department for Children, Schools and Families has distributed 5,400 copies of a leaflet about the voluntary register to parents and childcare providers through the Family Information Services of all local authorities. Parents can also find information on the voluntary part of the General Childcare Register on the Ofsted website at:"http://www.ofsted.gov.uk/Ofsted-home/Forms-and-guidance/Browse-all-by/Care-and-local-services/Childcare"

Once we phase in registration with the Independent Safeguarding Authority (ISA), there will be duties to check registration, and penalties for non-compliance. If, for example, a person permits staff to look after children under the age of eight in a crèche, it will be an offence if that person does not check that the staff are ISA-registered, or uses staff who are not ISA-registered, or knowingly uses staff who are barred from working with children. If anyone suspects that a person is committing such an offence, they should report it to the police.

A person who is barred from working with children is already barred from working in child care for under-8s, including in a crèche, under current barring schemes. From October 2009, the Independent Safeguarding Authority (ISA) will bar unsuitable persons from "regulated activity" under the Safeguarding Vulnerable Groups Act 2006, replacing current barred lists. Working with under-8s, or with children in a crèche, will both be included in regulated activity. From July 2010, we will start to phase in a duty for staff to register with the ISA under the Act. That duty will also apply to those working in regulated activity with children, including in children's crèches.

As my right hon. Friend, the Secretary of State for Justice announced on 27 April 2009, Official Report, columns 569-80, we will not be proceeding with the 2,500 place "Titan" prisons, but we will be building 1,500 place prisons instead.The site at New Hall Farm Lea was one of a number of sites brought to the attention of the National Offender Management Service as part of the site search exercise for "Titan" prisons to hold 2,500 prisoners. It was assessed, but not considered suitable for development as a Titan. There are no current plans for prisons on any of the sites listed other than those named in Parliament on 27 April.

The TB eradication group was set up in November 2008 to make recommendations on a plan to reduce bovine TB in England and move towards eventual eradication. Alongside our current control measures, we are developing vaccines for cattle and wildlife through research and the development of the badger vaccine deployment project.

The UK remains fully committed to the joint strike fighter programme. Two weeks ago I announced that the UK would procure three instrumented test aircraft and associated support equipment to enable UK participation in the operational test and evaluation of the joint strike fighter air system.

About 20 per cent. of lending between businesses is generally covered by trade credit insurance. There is evidence that credit insurers are withdrawing insurance as part of the credit crunch, which is increasing the risks for those companies that use it, and the Government are in discussion with trade credit insurance companies about ways to give business more support.

The Government provide funding to local authorities to allow them to reimburse bus operators for concessionary travel. This funding now totals around £1 billion per annum and the Government are confident that there is sufficient funding in total for statutory concessionary fares. The rates set by local authorities for reimbursing bus operators are a matter for them.
