That this House is proud to note that on 6 January 2010, for the first time in the history of the Parliament of the United Kingdom, the Union Flag was raised permanently above the Victoria Tower of the Palace of Westminster and now remains in place all day and every day throughout the year; further notes that the two additional flag poles located on the Parliamentary Estate at 1 Parliament Street and Portcullis House now also display the Union Flag at all times and have done so since 28 November 2009; believes that the decision to display the flag of the nation every day of the year from Parliament is something that Members of both the House of Commons and House of Lords should celebrate and take great pride in; and commends all those who played a part in helping to bring about this fine decision, including the authorities of both Houses, the President and members of the Flag Institute and the members of the All Party Parliamentary Flag Group, including the hon. Member for Romford, who championed the cause and led the now successful campaign to fly the Union Flag above the British Parliament all year round.

Although we have not made a specific assessment as requested by the hon. Gentleman, the financial viability of the agriculture sector is strong. Average farm business income across all farm types increased by 6 per cent. in 2008-09 and is expected to remain at similar levels for 2009-10. Although these are averages for all sizes, small and medium-sized farms would be expected to show the same year-to-year trends in income.

The threat level in Northern Ireland remains at "severe". The Government are not complacent about the threat that dissident republicans continue to pose despite their having little or no community support. The House will wish to know that the Police Service of Northern Ireland continues to disrupt the activity of that small criminal group. So far this year, it has made 51 arrests, brought 12 charges and made three seizures.

We are committed to preventing and reducing drug use by young people. Drug use among young people has continued to fall over the last decade—
... Forgive me, Mr. Speaker. I am indeed seeking to group those questions. Fifteen per cent. of young people aged 11 to 15 used drugs in 2008, compared with 20 per cent. in 2001.

The Department for Transport has commissioned studies in northern England, as part of Delivering a Sustainable Transport System, which include rural aspects. We have funded a project with the Improvement and Development Agency to produce and publish guidance on accessible rural transport. We also work closely with the Commission for Rural Communities, and the Department for Environment, Food and Rural Affairs, who publish a number of studies each year.

The Chancellor of the Exchequer takes a range of factors into consideration when contemplating rates of excise duty on road fuels. These include fiscal, economic, social and environmental considerations.In the medium term, sound public finances are essential in order to protect stability, employment and growth for all UK residents, including motorists.It is for this reason that at Budget 2009 the Chancellor announced that fuel duty would increase by 1p per litre in real terms, in April 2010 to 2013. These changes will also help to save 2 million tonnes of CO2 per year, by 2013.

[We are backing 470,000 additional youth opportunities, including through the £1 billion future jobs fund, as well as extra training and job opportunities. That is part of a youth guarantee, which is that all young people should be guaranteed a job, training or a work placement if they have been unemployed for more than six months].

The House has recently agreed to new procedures for managing its own business, including establishing a House Business Committee in the next Parliament. That Committee would make decisions about scheduling business, including the Report stage of Bills. I know that the hon. Gentleman will not be here to see the new Committee operate, but I am sure that he is pleased, as we are, with our progress on Commons reform.

[holding answer 1 March 2010]: The Major Projects and the UK-wide cultural festival of the Cultural Olympiad provide opportunities across the UK to celebrate the best of British culture. Facilitated by the London Organising Committee of the Olympic and Paralympic Games, projects are delivered and funded in partnership with a range of public and private partners for example the Olympic Lottery Distributor, national Arts Councils and the Legacy Trust UK.Approximately £72 million has been invested in funding and facilitating the Cultural Olympiad's Major Projects (three of which have been launched already) and the UK wide cultural festival. In addition to this funding, nearly 150 self-funded cultural projects have already been awarded the London 2012 Inspire Mark.

Implementation of the Royal College of Physicians' clinical guidance is a local responsibility. It is for commissioners, in consultation with their providers, to specify services for their local populations on the basis of need, including children and young people.The Government's policy document, 'Healthy lives, brighter futures: the strategy for children and young peoples health', raises awareness of the need to address rare and complex conditions in childhood and includes a commitment to make sure that, by 2010, all children with complex health needs will have individual care plans to support co-ordinated care. Work is in hand to ensure this commitment is met.Support for the carers of children with complex conditions is a key feature of care plans. We are moving towards a situation where families can expect 24/7 access to advice and support from Community Children's Nursing Teams; a single lead professional for the family, who can liaise with the various agencies involved in delivering national health service care, and an integrated package of care.As a further step, the Department will shortly publish the final version of the National Framework for Children and Young People's Continuing Care. This will help with assessing the continuing health care needs of children and young people, and with considering the bespoke packages of care that will be required to meet those needs.

Two National Institute for Health Research (NIHR) biomedical research centres¹ are undertaking research on aspects of childhood stroke. Their estimated spend on the topic is £370,000 over the two years 2007 to 2009.The NIHR clinical research network is currently providing NHS research infrastructure support to one study concerned with the outcome of childhood stroke.The Medical Research Council (MRC) meanwhile is not funding research specifically relating to the condition. However, the MRC funds a broad portfolio of more general stroke related research on which £10.1 million was spent in 2008-09. It includes basic and underpinning research that may increase understanding of the condition in childhood."¹ Hammersmith Hospitals and St. Mary's Hospital National Health Service Trusts/Imperial College London; and Great Ormond Street Hospital for Children NHS trust/University College London Institute of Child Health."

It is for the Healthcare Quality Improvement Partnership (HQIP) who manage the National Clinical Audit and Patient Outcomes Programme (NCAPOP) on behalf of the Department to invite applications for new clinical audits each year, subject to the funding being available. Our embassy in Doha are aware of Mr. Proctor's case and have been providing consular assistance. The embassy has also expressed concern about the length of time it is taking to resolve his situation. Since the end of January our ambassador in Qatar has met with Mr. Proctor and has had two subsequent telephone conversations with him. Our consul has also had two separate meetings with him, and Mrs. Proctor had two meetings with consular staff during her recent visit to London. We will continue to stay in touch with Mr. Proctor and the Qatari authorities.Our embassy in Doha has raised Mr. Proctor's case with the Qatari authorities to establish the nature of the investigation into him and the existence of a ban on his leaving Qatar while the investigation is ongoing. As of 22 February 2010, no charges had been brought against him, but the Public Prosecution Department's investigation into allegations made by his former employer continues.Mr. Proctor is not being held in detention by the Qatari authorities but the embassy have received confirmation that an administrative travel ban remains in place which will not be lifted until the investigation is resolved. Additionally we understand that there are two separate legal matters running concurrently. The first is a financial dispute between Mr. Proctor and his former employer, the second a labour dispute lodged by Mr. Proctor against his former employer. We are unable to intervene in private legal issues.As the matter is being dealt with by our embassy in Qatar there have been no discussions with the Qatari ambassador in London.
