Private sector employers can already submit applications to the Future Jobs Fund either directly or as part of a wider partnership. In order to receive funding bidders must demonstrate that they meet all of the funding criteria. One of the criteria is that the jobs have a clear benefit to the community. Our current Jobs Fund Guidance, including that on community benefit, is available on the DWP website -"http://campaigns.dwp.gov.uk/campaigns/futurejobsfund/index.asp"

[holding answer 5 February 2010]: My Department's aim is to improve the quality of life for everyone through cultural and sporting activities, to support the pursuit of excellence and to champion the tourism, creative and leisure industries.The impact of bodies and policies of my Department on the Gloucester constituency since 1997 include:"£111,100 given from Arts Council England to organisations based in Gloucester in 2008-09 through the Grants for the Arts programme.""Digital Switchover is due to take place in Gloucester in April 2010. By the time switchover is complete at the end of 2012, 98.5 per cent. of households nationwide will be able to receive digital TV—the same number that can currently receive analogue.""£938,706 of Exchequer investment to the Gloucester constituency provided through Sport England between 2002-03 and 2009-10.""Over £46 million of national lottery grants made to applications from the Gloucester constituency since 1997."The Gloucester constituency has also benefited from other policies and spending whose impact cannot be broken down by constituency. This includes:"£4 billion of Exchequer funding spent on culture.""More than £5.5 billion invested in sport by the Government and the national lottery since 1997.""Over 400,000 free swims taken in the south west in the first six months of the Free Swimming programme.""A 68 per cent. increase in national museum visits from 1998-99 to 2008-09—10 per cent. of which were by adults from lower socioeconomic groups.""£416.6 million in grants allocated by English Heritage since 1997.""48 per cent. of buildings on the original 1999 Buildings at Risk Register having their future secured.""90 per cent. of all pupils taking part in at least two hours of high quality PE or sport per week in 2008 from an estimated 25 per cent. in 2003-04—exceeding our target."

Our pre-Budget report makes clear that measures to reduce duplication and inefficiency between different tiers of local government will contribute to the £11 billion a year of savings which, as announced in that report, will be delivered by 2012-13. The nine new unitary councils established on 1 April 2009 show the capacity for savings with estimated savings either directly attributable to the transition to unitary local government or facilitated by it totalling some £159 million included in their 2009-10 budgets.However, we have no plans for further programmes of invitations under the Local Government and Public Involvement in Health Act 2007 to councils in two-tier areas to submit unitary proposals. We recognise that in some specific cases in the future there might be areas where circumstances are such as to warrant a focused and targeted invitation to councils concerned, and the 2007 Act allows for this.

Sir Michael Pitt's review of the summer 2007 floods found that the policy approach in Planning Policy Statement 25 (PPS25), "Development and Flood Risk", is sound and should be rigorously applied. In June 2008, Communities and Local Government published a Practice Guide to PPS25 which reflected the more detailed findings of Sir Michael Pitt's review and took account of responses to the earlier 'living draft' version of the guide, including responses made in the light of the 2007 floods. A further updated version of the guide was published on 7 December 2009.In 2009 we carried out an initial review of the implementation of PPS25. This found that good progress was being made and the policy was working in helping to deliver sustainable development that is safe from flood risk. This view is supported by the Environment Agency. In August 2009 Communities and Local Government published consultation proposals to amend and clarify some limited aspects of PPS25. We will publish a revised version of PPS25 soon with refinements to further improve the policy's implementation and effectiveness.

Between 2004-05 and 2007-08, my Department granted more than £5 million to interfaith projects through the faith communities capacity building fund. In 2008, under the stewardship of my hon. Friend when he was Under-Secretary of State, we published "Face to Face and Side by Side". Developed with faith communities, the document set out for the first time a national strategic framework for promoting interfaith activity, supported by some £7.5 million.

Data for police officers have been collected by Basic Command Unit (BCU) since April 2001 and data for police staff have been collected by BCU since April 2002.There were 292 police officers in Forest and Gloucester BCU as at 31 March 2002 and 359 police officers as at 31 March 2009.There were 69 police staff in Forest and Gloucester BCU as at 31 March 2003 and 114 police staff as at 31 March 2009.

This included Flood Recovery Grant, funding from the Bellwin Scheme, the Restoration Fund and funding for council tax relief, all of which were administered by Communities and Local Government (CLG). The Department for Children Schools and Families (DCSF) provided funding for schools and children's services and the Department of Transport (DFT) provided funding for repairs to highways and transport infrastructure. Following the flooding of summer 2007, Government made available a comprehensive package of support for those communities most badly affected. This included Flood Recovery Grant, funding from the Bellwin Scheme, the Restoration Fund and funding for council tax relief, all of which were administered by Communities and Local Government (CLG). The Department for Children Schools and Families (DCSF) provided funding for schools and children's services and the Department of Transport (DFT) provided funding for repairs to highways and transport infrastructure. Details of the support given to local authorities within Gloucestershire are shown in the following table.The total package of support to all local authorities in Gloucestershire was £29,137,517.

The schools' capital budget for Gloucester for 2009-10 is set by the local authority in accordance with asset management plans prepared locally. The budget is determined by allocations from the Department and any resources available locally, which can include brought forward reserves.Allocations made by the Department to Gloucestershire in the financial year 2009-10 are set out in the following table, including funds advanced from 2010-11 to 2009-10. The local authority has considerable flexibility in deciding how these are used.

This is a good-quality project, providing support to unemployed people and businesses in Gloucester, and bringing together the public and private sectors to ensure that local communities benefit from regeneration. During the first phase of the Quays development, the project has delivered 236 jobs for local people, 67 per cent. of whom had previously been unemployed or facing redundancy. I was very pleased to see this for myself when I visited the project in October to meet people who have secured jobs thanks both to the investment Government are making and to the tireless work of their excellent local Member of Parliament.

That this House views with concern the Israeli government's decision to refuse entry on arrival in Israel of the Friendship Caf Group, visiting Israel as part of an interfaith visit by Gloucester residents; expresses its concern that groups like this, containing Muslim, Christian and those with Jewish roots on an harmonious visit should be refused entry without explanation and after rude and aggressive questioning by Israeli entry clearance staff; calls on the Foreign Secretary to take the matter up with the Israeli Embassy; and urges him to encourage interfaith visits to Israel which can enhance and improve relations between countries and their faiths.

The Air Transport Users' Council is not funded by the Government. It receives its funding from the Civil Aviation Authority via a specific charge which the authority makes on airlines. Its budget for 2009-10 is £750,000.
