In the third sector review the Government committed to developing a sector skills strategy. As part of that, on 26 November my right hon. Friend the Secretary of State for Innovation, Universities and Skills announced that the train to gain skills programme will be extended to volunteers. That will allow thousands of people in the third sector, paid and unpaid, to gain the skills that they need to be able to contribute fully to a thriving third sector.

In 2005 the Department published the key emerging findings from our rigorous National Sure Start Evaluation. The report highlighted that even at this early stage in the programmes’ lives there were some promising overall positive effects on parenting, and some small positive effects on child outcomes for most families. It also identified where we need to work harder to support our most disadvantaged families, and we have taken steps to address this.

The Church welcomes the listed places of worship grant scheme which, at the end of January 2007, had paid out over £55 million to churches across the United Kingdom. Over £44 million of this was paid to listed places of worship. By way of a statement, and to put these figures in context, we believe that about £378 million worth of repairs are still needed in the Church of England alone.

The Learning and Skills Council (LSC) allocated nearly £108 million to providers in the Kent and Medway area for 2005/06, an increase of more than 5 per cent. compared to 2004/05. This does not include the funding for work based learning or Personal Development and Community Learning (formerly Adult and Community Learning). Information on the individual funding allocations for providers dating back to 2001 is available from the LSC website. Since 1997 this funding has increased nationally by around £2.5 billion—equivalent to 48 per cent. in real terms.Training for key skills is provided through the Key Skills Support Programme and aimed at post-16 learners. Up to September 2004, a total of 940,000 key skills qualifications had been awarded to over 570,000 individual learners.

A total of £100,370,330 from the 2003-08 Thames Gateway budget, has been allocated for projects in the Medway local authority area. A list of these projects is tabled below. Combined, these projects are forecast to lever in over £1.5 billion of private sector investment into the Medway area.This investment will support the delivery of over 2,500 homes and 900 jobs at Rochester and Strood Riversides; three universities and a college have combined to share a new campus, at Chatham Maritime, increasing full time education student places from 2000 in 2002 to 10,000 by 2010; a new Innovation Centre will help to retain and create up to 2,000 high quality jobs. Working with our partners in Medway Renaissance, we are also investing in town centre improvements at Chatham and Gillingham and a series of community and environmental improvements projects that will benefit the people of Medway.

Having reviewed the Framework for National Statistics, we will publish plans by early in the New Year to legislate to make the Office for National Statistics independent of government, making the governance and publication of official statistics the responsibility of a wholly separate body at arms length from government and fully independent of it. We propose to legislate for:
the creation of an independent Governing Board for the Office for National Statistics, with delegated responsibility for meeting an overall objective for the statistical system's integrity;
the appointment of external members to the Board, drawn from leading experts in statistics and including men and women from academia and business; and
a new accountability to Parliament through regular reporting by the Board to explain and to be questioned by the Treasury Select Committee on their performance.

Mr. Alexander: The Government is committed to ensuring that regulations are necessary, give effective protection, balance cost and
risk, are fair and command public confidence. In accordance with this, we require Departments to produce and publish Regulatory
Impact Assessments (RIAs) for all regulatory proposals likely to have an impact on business, charities and the voluntary sector.
My right hon. and noble friend The Lord Macdonald of Tradeston has today presented to Parliament a Command Paper listing RIAs
published between 1 July and 31 December 2002. Copies of those listed have been placed in the Libraries of both Houses. This is the
eighteenth such Command Paper.

Ms Rosie Winterton: The Government remains committed to tackling domestic violence.
An Inter-Ministerial Group set up last November is working across Government on five key areas for action. My Department is
responsible for leading work on improving the interface between the criminal, civil and family law. We aim to identify ways to make
the process less distressing for victims, by working with stakeholders and voluntary organisations at local and national level to
develop a more integrated approach that tackles the impacts of domestic violence as part of the justice process.

resettlement process. [73096]
Malcolm Wicks: We offer ex-offenders a wide range of help to move into work, including early access to employment programmes such as
New Deal and Work Based Learning for Adults. Last autumn we also introduced Freshstart, a £3 million initiative to improve the links
between prisons and Jobcentres and ease the transition from custody into work.
Earlier this year we introduced progress2work to offer individually tailored specialist support to help people find work or improve
their prospects of doing so. The first stage of progress2work focused on unemployed people who are recovering from drug problems.
Ex-prisoners referred by drug counselling teams are a priority target group for progress2work. Later this month we will begin
piloting the extension of the progress2work approach to other groups facing particularly difficult barriers to work. This will
include all ex-offenders.

Mr. Raynsford: My Department issued a consultation paper on 20 May, setting out a proposed framework within which the Standards
Board for England would refer certain allegations of misconduct for local investigation and determination by standards committees.
We have received around 1,000 responses to that consultation which we are now considering carefully. We intend in October, having
had regard to these responses, to make regulations putting in place a regime for local investigation and determination of misconduct
allegations.

Paul Clark: To ask the Deputy Prime Minister when he will consult on reform of the system used to distribute grant to English local
authorities; and if he will make a statement. [68477]
Mr. Raynsford: I am pleased to announce that we are today issuing a consultation document covering reform of the system we use to
distribute grant to English local authorities. The consultation will run for 12 weeks over the summer. I have placed copies of the
document in the Library of the House. It is being sent to all local authorities, as well as other stakeholders, and is available via
the internet.
The system covers key services including education, personal social services, police, fire and a wider range of other
responsibilities. It accounts for distribution of over 85 per cent. of the resources government provides for those services,
currently about £36 billion per year. Its importance to local government, other stakeholders and public service delivery across the
country means that we want a full and open public consultation on the new system.
The consultation document sets out the Government's broad objectives for the reform. Responses to the 2000 Local Government Finance
Green Paper showed that a big majority of the local government respondents wanted the new system to continue to be based on
formulae. The Government announced in the 2001 Local Government White Paper "Strong Local Leadership--Quality Public Services" that
we agreed. We want new formulae that are fairer, simpler; more intelligible and more stable.
We are concerned to make sure that the new system is more easily understood that the old one. It is important to improve
transparency and accountability. Clearly, it will never be possible to achieve a very simple system; the complexity of the issues it
seeks to address see to that. The extremely technical nature of the issues means that there is frequently no clear-cut optimum
solution. But we believe it is possible to make improvements.
In considering how to reflect local authorities' relative needs and circumstances, a range of factors have to be taken into account.
Three elements seem fundamental:
1. a basic amount per head of population (or other relevant unit cost);
2. an appropriate emphasis on the need to tackle deprivation; and
3. the variation in pay costs between different areas of the country.
Because deprivation and pay components are core drivers of the costs authorities face in most areas and the problems the system will
need to address, we are particularly keen to see them separately identified in formulae. However, that is not to say that other
components (for example sparsity) are unimportant. Indeed, they may be a key consideration in particular instances. They will be
clearly identified where they form part of a formula.
The document sets out options for the various components. These options are detailed to the level of showing the effects on each
relevant local authority, comparing against the baseline of 2002-03. This will enable authorities and other interested parties to
form views about the desirability of each option.
However, these figures are not those that will appear in the 2003-04 local government finance settlement later this year. They will
differ both because of changes in the overall funding totals (as a result of the spending review) and as a result of changes to data
such as population that will not be available until the autumn. Waiting until that information is available would severely restrict
the time available for consultation and in any case would not improve the consultation because we want responses to be about the
system and the formulae, rather than on the basis of yearly variations in data. So the options are presented in terms of changes
from the 2002-03 local government finance settlement.
We will not necessarily limit ourselves to building the new system from the choices specifically consulted upon here. It is likely
that other options will be put forward in response to this consultation, and we will not exclude those before taking decisions. Our
conclusions arising from the consultation and further consideration of options will be incorporated in the provisional settlement
for 2003-04 that will be published at the usual time, towards the end of the year. Following a further period of consultation, final
decisions will be announced in early 2003 in time to take effect in the 2003-04 financial year.
This is a difficult and important issue. The Government recognise that pragmatic decisions will be needed to produce a workable
system, and the complexity and variety of the pressures that are put upon the system from all sides means that it will not be
possible for all authorities to get what they want from this process. So no authority should feel that it is guaranteed to get a
bigger share of the fixed amount of resources the system can distribute. But the Government are seeking a fairer distribution of
resources which takes account of today's pressures on local government and the particular needs of areas of deprivation. We will
consider all of the views that are put forward, and weigh them up carefully before decisions are taken.

Paul Clark: To ask the Secretary of State for Culture, Media and Sport whether she has met the English Tourist Council to discuss
the acceptance of euro notes and coins. [43165]
Dr. Howells: No, I have not. The British Tourist Authority have, in consultation with the UK's tourism industry and HM Treasury,
issued guidance entitled "The Euro--A guide for small tourism businesses" to assist tourism firms. I have arranged for copies to be
deposited in the Libraries of the House.
