As the Foreign Secretary said in her Locarno speech in December, and as the Chief of the Secret Intelligence Service reinforced a week later, an industrial-scale attack is being waged every day through social media, designed to undermine our democracies and divide our societies. We know that networks attributed to Russia, including Doppelgänger, are flooding social media in countries across the world—not just the UK—with counterfeit documents and deepfake material in an attempt to weaken global support for Ukraine. We are taking tough action on this front with our international partners.

Public service reform is needed, and that is exactly what we are doing. Just last week we announced a £42 million package to be invested in the digitising of prescriptions. With 45 million prescriptions issued every year, the service is inefficient and expensive, and we are changing that.

I was delighted to confirm up to £20 million for central Luton as part of the expanded Pride in Place programme. The funding will give the community the resources and the power they need to drive transformational local change that will bring people together and restore a sense of pride in the area.

This Government are championing the UK’s living heritage: the crafts, customs and festivals that are important for local pride and community cohesion. Following the ratification of the 2003 UNESCO convention, we invite communities to submit their traditions to inventories of living heritage in the UK. Some examples are Up Helly Aa on Shetland, the Notting Hill carnival and, some might argue, the hon. Member for Strangford (Jim Shannon).

Good, well-run rail services support economic growth. We are investing more than £10 billion over four years to improve the railway, as well as progressing work on major schemes such as HS2, East West Rail and the trans-Pennine route upgrade. Our reforms to establish Great British Railways will drive economic growth, improve services for passengers and reduce the cost of the railway. By providing more frequent and reliable services, Northern Powerhouse Rail will turn cities, including Liverpool, Manchester, Leeds, Bradford, Sheffield and York, and their surrounding areas into a single high-productivity growth corridor.

Great British Energy (GBE), intends to provide support to local authorities in delivering local and community energy projects across the UK, including in areas without Mayoral Combined Authorities. This will include consideration of targeted grants and finance to help projects reach investment readiness and deliver good value for money. Further details of this support will be set out through the upcoming Local Power Plan and other future GBE publications

There is far too much duplication and waste in policing. I want to see police on the beat, not stuck behind a desk doing paperwork. We must embrace the potential of technology to transform policing. The Government have already established a police efficiency programme, which will save £354 million and free up millions of officer hours by 2029. In the coming weeks, I will set out further reforms in a White Paper on policing.

DBT has made no recent assessment as to the current pricing of licenses for storage and sale of fireworks. Section 7 (2) of the Fireworks Act 2003 contains the provision to set the fees for licensing of fireworks suppliers. Fees for fireworks storage is set by Regulations made under section 43(2) of the Health and Safety at Work Act 1974.

Building on the work of my predecessor, I will continue to engage with businesses, consumer groups and charities to gather evidence on fireworks-related issues and inform future action.

Background should never be a barrier to getting on. That is why we are expanding Best Start family hubs, rolling out free breakfast clubs, expanding childcare and delivering on our moral mission to tackle child poverty by scrapping the two-child limit, creating a fairer Britain where every child has the opportunity to succeed.

The Terrorism (Protection of Premises) Act 2025 will strengthen protective security and preparedness by requiring those responsible for certain premises and events, including those run by charities and voluntary groups, to consider how they would respond to a terrorist attack.

Whether the Act applies to particular premises or events will depend on several factors. Premises may be in scope if they consist of at least one building, are wholly or mainly used for one or more of the uses specified in Schedule 1, and 200 or more people can reasonably be expected to be present at the premises at the same time.

Events may be in scope if they take place in a building or on land, 800 or more people are reasonably expected to be present at the same time, and it is accessible to members of the public with measures in place to check that attendees satisfy a condition of entry (e.g. that they have paid, have a ticket or pass, or are members or guests of a club, association or similar body).

Therefore, smaller events or those not limited by such access control may not be in scope.

The Government recognises the importance of non-profit and volunteer-run events and is committed to supporting those responsible to prepare for the Act’s commencement, which will not be before April 2027.

As part of this support, the Home Office will publish statutory guidance before the Act comes into force. This guidance will assist those responsible to understand the Act’s requirements and will be designed to be easy to follow, requiring no particular expertise nor the use of third-party suppliers.

The person responsible for an event or premises that falls within scope of the Act will need to determine which procedures and/or measures are reasonably practicable. One size will not fit all, and the Act’s reasonably practicable requirement will enable businesses to consider what is proportionate to their circumstances.

For these reasons, the Government does not consider financial support necessary to deliver the Act’s requirements.

May I begin by echoing your remarks, Mr Speaker, about Stephen, who is in the Gallery? He has been an incredible servant and a good friend to the United Kingdom, and we wish him well in everything he does in the future.

Today’s Budget will be a Labour Budget with Labour values to deliver for the British people’s priorities. I know what it feels like to sit around the kitchen table worried about bills that cannot be paid. That is why this Budget is for families who I know are equally worried about the cost of living today. That is why we are rolling out free breakfast clubs, free childcare and free school meals. Today, we will be going further to deliver the change that we were elected to bring about, cutting NHS waiting lists, cutting the national debt and cutting the cost of living.

This morning I had meetings with ministerial colleagues and others. In addition to my duties in this House, I shall have further such meetings later today.

We are providing £1.5 million from the Pride in Place impact fund to enable immediate work in Luton to develop community spaces and revitalise local high streets. Work is already under way on this, and I look forward to seeing the impact it will have locally.

Since April 2020, the SFO has recovered over £550 million from criminals for the UK taxpayer, but this Government want to go further and are investing millions in expanding the SFO’s capabilities. Under our plan for change, we will crack down on fraud and ensure that crime does not pay.

Earlier this month, Great British Energy jointly funded 46 new community energy projects in Scotland, including an island solar farm, a community ice rink and a small community wind farm. Great British Energy is also helping public services in England with their energy bills through its solar for all programme, which benefits schools and hospitals. In this way, GBE is transferring money from the pockets of energy companies to local communities and frontline services.
