Nationally, fly-tipping on public land has fallen for the second year in a row, with enforcement actions up by 5%, but we all know the huge detrimental impact that fly-tipping can have on our communities. Fly-tipping fines have more than doubled, and we are now expecting local authorities to reinvest that income in enforcement and cleaning up our streets. We are going further with reforms on how waste carriers are regulated, with the introduction of digital waste tracking to help local authorities continue to crack down on waste crime.

Let me begin by welcoming the Minister back to her place. Since 2012, the Conservative Government have introduced tax reliefs for the creative industries year on year. That is one of the reasons why the creative industries are growing at twice the rate of the rest of the economy, and why they are world leading. The Labour party opposed every single one of those tax reliefs, and despite its warm words it offers no substantive action.

Universal credit is specifically designed to make work pay, with strong financial incentives such as the 55% earnings taper and work allowances. Working families can also get support with up to 85% of their childcare costs. The maximum amounts have been increased by 47%, up to £950 for one child and £1,630 for two or more children. Additionally, the rise in the national living wage from April means that some 2.7 million workers will be £1,800 better off, on average, as well as benefiting from national insurance cuts.

We have a number of projects that use artificial intelligence within the Department to drive performance, efficiency and the service we provide to our customers. One important point to bear in mind is that we never replace a human when it comes to judgments relating to a claim or an appeal.

Levelling up is a UK-wide project. That is why we have delivered city and growth deals across Scotland, Wales and Northern Ireland; why we have launched our investment zones programme, including zones in the north-east of Scotland and Glasgow; and why we are investing £4.8 billion through the levelling-up fund in projects ranging from the transformation of Burnley’s historic mills to the development of a cultural quarter in Peterhead.

The creative industries sector vision sets out how we will support individuals to get the skills they need to work in the industry. From schools to T-levels, and from apprenticeships to returners, our ambition is to support 1 million more jobs in the creative industries by 2030. Yesterday I co-chaired a roundtable with the Education Secretary to improve flexi-job apprenticeships in the sector. Last week the cultural education plan’s expert advisory panel met for the first time, and procurement for creative skills bootcamps are now live.

We are delivering on the plan for rail commitments to improve railway ticketing. We recently announced that contactless pay-as-you-go will be extended to another 53 stations in the south-east, and we are working with Greater Manchester and the West Midlands on pay-as-you-go trailblazer devolution deal commitments. Some 99% of all tickets can be purchased online or through ticket machines.

Mr Speaker, may I associate myself with your comments? The NHS continues to be a treasured national institution, and I am sure that, during this sitting, colleagues across the House will join you in celebrating its values and achievements and thanking staff for their huge commitment to patients.

The lifelong loan entitlement will ensure everyone has access to opportunities to upskill and reskill to progress in their careers. We have led a huge raft of reforms to the skills system since 2016 to deliver on this ambition, building on the reviews led by Professor Alison Wolf, Lord Sainsbury, Sir Philip Augar and others. Over this time, we have worked with over 5,000 employers to deliver apprenticeships, backed by the landmark £2.7 billion apprenticeship levy. The £3.8 billion we are investing over this Parliament will support more people to benefit from apprenticeships, skills bootcamps, T-levels, free courses for jobs and new returnerships, and will deliver our flagship institutes of technology.
