CONDUCT OF THE HONOURABLE MEMBER FOR EDINBURGH SOUTH (No. 3)

That this House deplores recent public criticisms made by the honourable Member for Edinburgh South of civil servants in the Department of Trade and Industry; calls upon the President of the Board of Trade to censure him publicly and to denounce his remarks; and dissociates itself from his brash and ill-informed remarks that 'when it comes to performance as a Minister, I'm rated as one of the best in the House'.

leave out from 'Industry' to end and add 'calls upon the Prime Minister to disassociate himself from these remarks and reiterate the commitment of his Government to the political independence and integrity of the Civil Service; reminds honourable Members of the Ministerial Code which notes in paragraph 38 that the Minister in charge of a Department is alone answerable to Parliament for the exercise of the powers on which the administration of that Department depends; and regrets the failure of the Conservative Opposition to acknowledge the political interference with the Civil Service which was in evidence under the previous administration.'.
