That this House congratulates the Government on its commitment to rule out the imposition of university top-up fees; and contrasts this position with the policy of the official opposition, which would effectively set up a free market in which universities would be able to charge whatever they could get, thus permitting the more prestigious institutions to become the exclusive preserve of the wealthy.
