CONDUCT OF THE HONOURABLE MEMBER FOR SOUTH THANET

That this House notes the report by the District Auditor and Thanet District Council's Scrutiny Committee, published on 22nd February 2001, on the management of a project to build a new football stadium in Thanet that found that the honourable Member for South Thanet had acted in a way that left him open to accusations of 'impropriety'; notes that his actions misrepresented the council's position to the private company involved in the negotiations and that private meetings were held without the appropriate council officers being present; expresses concern that the mishandling of this project could result in Thanet District Council having to pay compensation to the developer of tens of thousands of pounds; and urges the honourable Member to consider whether he should offer to repay part or all of any resulting losses to the council.

leave out from 'Thanet' to end and add 'which described the project as an "exceptional concept" that was "ambitious but visionary" and stated that the honourable Member for South Thanet showed "great initiative"; also notes that neither report suggests impropriety on anyone's behalf or raises the possibility of Thanet Council being penalised financially and that the attack on the Member for South Thanet is a disgraceful perversion of the content of these reports; further notes that Thanet Council has benefited from this project in having received improvements to a Ramsgate car park, worth about ??60,000, yielding increased parking revenue of approximately ??25,000 per year in addition to a further ??68,000 to date in fees from the Ramsgate Market run by Thanet Stadium; further notes that Margate and Ramsgate Football Clubs have earned about ??250,000 to date from the project and their current sporting success is a direct consequence of this funding and the council and Thanet Stadium now hold a further ??120,000, generated by the project, which is available for sports ground improvements in Thanet; observes that Ramsgate Market is one of the most successful in Kent and has greatly added to the profitability of local retail business; and records that none of these benefits would have been realised without the efforts of the Member for South Thanet.'.
