WAR ON IRAQ

That this House congratulates Senator Robert Byrd, former Democratic Leader in the United States Senate and now Dean of the Congress, on his thoughtful and persuasive speech on the floor of the Senate on 12th February in which he describes the Bush Administration as reckless and arrogant having initiated policies which may reap disastrous consequences for years; notes his trenchant criticism of the doctrine of pre-emption in which the United States of America or any other nation can legitimately attack a nation that is not imminently threatening but may be threatening in future; and concurs with his conclusion that pressure appears to be having a good result in Iraq and that war is not necessary at this time.
