UNITED NATIONS GUARANTEE FOR RESOLUTION 688

That this House is deeply concerned about the implications of a premature withdrawal of forces from northern Iraq; believes that any agreement about Kurdish autonomy needs to be safeguarded through effective guarantees by the United Nations and the Allies; expresses further concern that the presence of the few United Nations security guards is totally inadequate to prevent Iraqi repressions against the Kurdish community; and calls upon the Government of the United Kingdom to halt the withdrawal of troops immediately and to press for the activation of the United Nations Military Staff Committee provided for by article 48 of the United Nations Charter, in order to establish a meaningful and permanent international force that is fully under United Nations control, to prevent the breach of United Nations Security Council Resolution 688 by Saddam Hussein.
