The Government remains committed to multilateral institutions. I refer the noble Baroness to the reply to HL2775, which affirms the Foreign Secretary's commitment to international institutions, as set out in a statement on 21 July. On 27 July, the Foreign, Commonwealth and Development Office announced that the Foreign Secretary will take on the role of UK Governor to the World Bank, which provides around $100 billion in finance per year. In the announcement, the Foreign Secretary stated that in taking on this role, he wishes to send an unambiguous signal regarding this Government's commitment to global leadership on development and climate.

The UK is working with international partners to build global ambition on water security and support preparations for a successful and action-orientated 2026 UN Water Conference.
We recognise the critical importance of water security, sanitation and hygiene (WASH) for progress on health, health security, women and girls, economic growth, climate and nature and the Sustainable Development Goals, and we welcome the new Water Forward initiative launched at the World Bank Spring Meetings. We are working with Multilateral Development Banks to drive access to climate-resilient and inclusive WASH services and attract additional financial resources to the sector, including from private investors, to accelerate progress and scale up results. We will also continue to support WASH through our recently established Communities of Expertise, working with partner countries to build more resilient, sustainable and equitable health systems and support healthier lives.
Priorities for the UK's 2027 G20 Presidency will be set out in the usual way in due course.

Through international agreements and fora, including the Convention on Migratory Species and the Convention on International Trade in Endangered Species of Wild Fauna and Flora, the UK supports coordinated action to protect marine turtles throughout their range.
The UK’s Biodiversity Challenge Funds also support international turtle conservation by funding projects that protect turtle populations and habitats while supporting local communities. Examples include projects to strengthen turtle conservation capacity in Indonesia, plastic waste management on Diego Garcia and work to reduce illegal capture and killing of threatened turtles in Bangladesh. These projects help build local conservation expertise, improve species protection and support sustainable management of marine ecosystems.
Additionally, programmes such as the FCDO’s Blue Belt Programme, supports vital turtle conservation efforts in the UK Overseas Territories, including specific research projects on Ascension Island, home to one of the largest green turtle colonies on earth.

Conflict-related sexual violence (CRSV) is prohibited under international law and can constitute a war crime, a crime against humanity, or an act of genocide. The Government considers that existing international legal frameworks provide an important basis for preventing and responding to CRSV, but challenges remain in ensuring accountability and tackling impunity. The UK therefore supports efforts to strengthen the international legal architecture, including through negotiations towards a future Crimes Against Humanity Convention. The UK has played an active role in these discussions and engaged survivors and civil society to help ensure future developments reflect survivor-centred approaches and strengthen accountability.

Further to the answer provided on 13 November 2025 to Question HL11575, we continue to await the results of the forthcoming independent audit into the Palestinian Authority's welfare programme, and it remains crucial for them to deliver their ambitious and necessary 'National Program for Development and Reform' rapidly and in full. A reformed Palestinian Authority is vital to the success of the Two State-Solution.

The UK is committed to defending freedom of religion or belief for all in Pakistan, and we regularly raise the rights and safety of religious minorities with the Government of Pakistan at the highest levels. UK assistance to Pakistan is delivered through trusted partners, subject to due diligence and regularly reviewed; it supports work that promotes interfaith dialogue and tackles online hate speech, helping protect vulnerable minority communities. We will continue to urge Pakistan to guarantee the rights of all people in accordance with international standards.

The UK has announced plans to host a key peacebuilding conference on 12 March next year, which will bring together international experts and civil society organisations from the Middle East, to map existing peace-building work and support the establishment of an International Peace Fund for Israel and Palestine. All further details such as the staffing of this work, international partners attending the conference, and the evaluation of funding bids, will be set out in the usual way in due course.

The UK is a leading player in global efforts to support indigenous communities, and tackle climate change and nature loss, including contributing £40 million to help operationalise the Fund for responding to Loss and Damage in 2025. Our International Climate Finance has helped 137 million people adapt to the effects of climate change, provided 89 million people with improved access to clean energy, and helped to mobilise billions in private investment.
We also continue to support initiatives which strengthen climate resilience in small island developing states (SIDS). This includes the Commonwealth Climate Finance Access Hub and Commonwealth Investment Network. These initiatives were discussed at the 2025 Commonwealth Trade Ministers Meeting on 25 November.
