MR DAVID BENNETT
That this House welcomes the independent inquiry report into the death of Peterborough resident, Mr David Bennett, whilst a patient at the Norvic Clinic in Norwich in October 1998; and hopes that its recommendations will be implemented as soon as possible and that recommendation 9, that no patient be restrained face-down for a longer period than three minutes, will be implemented immediately, pending a wider review of control and restraint methods.
