That this House calls upon the Government to initiate research into, and development of, the manufacture of pedal cycles with lights as a permanent fixture with a view to the introduction of legislation which would make it an offence to sell a pedal cycle, other than one that is registered as exempt, which is not equipped with working lights that are visible from the front and rear of the cycle.
