PRIME MINISTER AND THE MAASTRICHT SUMMIT
That this House congratulates the Prime Minister on having returned from Maastricht with an agreement which safeguards Britain's interest whilst enabling the Twelve to move ahead on the basis of closer co-operation not only within the institutions of the Community but also between governments; recognises that this is the fruit of months of patient diplomacy during which the Prime Minister, the Secretary of State for Foreign and Commonwealth Affairs and the Chancellor of the Exchequer have argued firmly and constructively on Britain's behalf; and considers that this vindicates the Prime Minister's strategy of placing Britain at the heart of Europe.
