NEED FOR A FAIR REFERENDUM IN WESTERN SAHARA

That this House notes that 6th November 1991 is the 16th anniversary of the invasion and occupation of Western Sahara by Morocco; recalls that there will be a referendum in Western Sahara in January 1992 under the auspices of the United Nations; and calls on the King of Morocco to respect the timetable of the peace plan and stop all obstruction of the United Nations, not to delay further the work of the Identification Commission and to cease immediately the resettlement of 170,000 Moroccans in the occupied territory, to stop police from intimidating the population registered in the census of 1974, to proceed with the exchange of prisoners of war as agreed in the peace plan, to co-operate with the United Nations in order to create the conditions for a fair and internationally credible referendum, and to allow independent observers and the press entry to the territory at all stages of the peace plan.

leave out from 'notes' to end and add 'that from independence in 1956, the Government of Morocco submitted the issue of the Western Sahara to the International Court of Justice, recognising that prior to Spanish colonisation, historic and cultural bonds existed between the Sahraouis and the remainder of Morocco; and further welcomes the co-operation of the Government of His Majesty King Hassan II with the Secretary-General of the United Nations in arranging a referendum to establish the will of the people of the Western Sahara.'.
